Senator Paulo Paim (PT-RS) asked for urgency to approve the Bill (PL) 3.657 / 2020 which provides for the creation of the 14th emergency salary. According to the text, an extra portion will be granted to pay the insured of the National Institute of Social Security (INSS) during the new coronavirus pandemic.
The benefit aims to help economically the group considered vulnerable during the new coronavirus (Covid-19) pandemic.
According to the congressman, “the pandemic is doing enormous damage to the economy and the lives of the least favored people,” he said in an interview with Agência Senado.
In addition, the senator highlighted the possible benefits it will bring to the Brazilian economy, if the proposal is approved.
“[…] Among the Brazilian municipalities, 64% depend on the income of the INSS beneficiaries. The 14th salary will represent around R $ 42 billion in new money in local commerce, in the municipalities, generating employment and income, generating taxes, improving the quality of life, moving the local economy and strengthening the lives of all. We will have more jobs to help the country resume growth, “said Paim.
Proposal trend
The project is currently in the Human Rights and Participatory Legislation Commission (CDH) of the Federal Senate, with the favorable opinion of Paim himself, who also acts as rapporteur.
However, for the measure to be carried out, other steps and votes will be necessary, such as that of the HRC.
In addition, it is worth noting that the text must also go through the plenary in a vote with all the senators.
As December approaches, the senator asked his colleagues for greater agility in evaluating the proposal, so that payments can occur until Christmas 2020.
Thirteenth salary anticipation
This year the Federal Government anticipated the payment of the thirteenth salary of the retirees and pensioners of the INSS. Payments were made in two installments, between April and June.
“In the reality of our vast Brazil, the vast majority of retirees and pensioners help support the whole family. Before the pandemic, more than 10 million people already depended on the income of the elderly to live, ”said Paim.
The Federal Government has decreed that, as of 2021, the thirteenth salary will be paid in advance to retirees, pensioners, insured by death and other INSS aid without the need for provisional measures.
