The military policeman who threatened a colleague with a gun in central São Paulo earlier this month reported psychological problems and claims he had an outbreak after being scolded for being late coming back from lunch, according to a statement issued in the questioning on the 4th day after being arrested.
Private Felipe Nascimento, 34, also said he regretted his behavior shortly after drawing his weapon, but that by the time he realized what he was doing, it was too late.
“When I pointed the gun at his head, a movie went through my head. And I was sorry, I thought about my family, about my work, but it was too late. [Arrependo] of everything, losing patience with something simple, “says an extract from the testimony obtained by leaf.
In the version presented to the superiors, Nascimento stated that he had been accompanied by a Siesta unit (Psychosocial Attention Center) since he asked the company commander for help. The officer, he said, was aware of his painting.
“I requested this follow-up due to family and financial problems and, together with my CGP [comandante de patrulha]I asked for support to help with a psychologist in the Military Police ”, he said.
Regarding the event itself, the policeman said that he was late to hand over his colleague, Corporal Márcio Simão de Oliveira Matias, because, while he was walking towards the place, he was called by people on the street to meet a sick person. So he would have been 25 minutes late.
Nascimento says that when he arrived, he began to be scolded by his colleague, a superior. “Corporal Simão called me on the side of the road and said: ‘Is it fair that you dedicate 25 minutes of the scheduled time and I have to prepare the food in 30 minutes?”
The prime minister says that he gave the explanation for the delay, but that this would not have been enough to remove the intention of communicating the fault to superiors so that Nascimento could receive a possible punishment.
Nascimento claimed that he tried to argue that this would not be necessary and, due to his colleague’s intransigence, ended up freaking out.
“It was when I had an outbreak and I ended up taking out my gun and pointing at Corporal Simão, I changed saying that I was there to work and not to disturb anyone’s life. [Foi] When he started putting his hand on the gun, I quickly put my finger on the trigger to defend my life and that of other colleagues, ”he said.
At gunpoint, Corporal Simão would have said that he “kept the pen” and that he would not communicate to anyone. “Actually, Corporal Simão tried to take my weapon and, failing, he ran into the crowd and I still pointed the weapon at him, because I didn’t know what the reaction would be. When I saw that he had left and the other companions also, I kept my gun, “he said.
Nascimento was denounced by the Public Ministry for crimes of threat and lack of respect for the superior in front of another soldier. According to prosecutor Thiago Beretta Galvão Godinho, the prime minister put the physical integrity of citizens and other policemen at risk and his action “could have a tragic outcome.”
“The conduct practiced also causes an indelible stain on the image of the military police as a whole, damaging the principles of hierarchy and military discipline,” said the prosecutor in his statement to Justice.
The complaint was accepted on the 14th by Judge Ronaldo João Roth, of the I Military Audit, who must schedule the hearings of those involved in 2021. The magistrate must analyze, during the process, whether the Prime Minister’s allegations are true or not , especially if you actually had an outbreak that day. This must be confirmed with a skill.
If, finally, it is confirmed that the police were unable to work on the street, the superiors who allowed it could be held responsible. Military police officers who saw birth threats and did not act can also be held responsible.
Two military policemen, on average, were removed from work due to psychiatric disorders, per day between January and September 2018 in São Paulo. In total, 555 PM were decommissioned, up from 454 in the same period in 2017.
For the judges of the TJM (Military Court of Justice) of São Paulo, the actions carried out by Nascimento are serious and will hardly go unpunished. The police officer can also be expelled from the corporation in an administrative proceeding, even if he is acquitted by the TJM.
In a note, the press officer of the Military Police clarifies that Soldier Felipe Felipe had been subjected to psychological monitoring at the Center for Social Psychological Attention of the PM, Naps, in the central region, in a procedure regularly adopted by the institution in relation to with the staff. However, at that time, no psychiatric claims or those suggesting the need to retire from professional activity were observed.
“The fact remains under evaluation and the police officer is subject to the corresponding penalties, according to the military penal code and the Disciplinary Regulations of the São Paulo Military Police,” the text says.
