The Minister of Economy, Paulo Guedes, evaluated on Friday (18) that granting the 13th to the beneficiaries of Bolsa Família this year would constitute a crime of fiscal responsibility. According to the minister, it would be two years in a row with this benefit, constituting a permanent expense.

Paulo Guedes’ speech contradicts a statement by President Jair Bolsonaro, who on Thursday affirmed that the mayor, Rodrigo Maia (DEM-RJ), was to blame for the beneficiaries of Bolsa Família not receiving the 13th installment of this year (read below).

Guedes noted that the thirteenth awarded last year followed a campaign promise.

Guedes added that, since the proposal of the so-called federative pact was not approved, the Ministry of Economy was “forced” to recommend that the XIII Bolsa Família not be granted in 2020.

The federal pact proposal was sent to the National Congress at the end of last year and opens space for new public spending within the spending ceiling (which prevents the growth of most spending above inflation).

Maia reacted to Bolsonaro’s speech

This Thursday (17), Bolsonaro blamed Maia for not having been awarded the 13th Bolsa Família while making a live broadcast, which is carried out weekly on social networks. Maia reacted, said that Bolsonaro lied, and that the federal government is responsible for not expanding the Bolsa Família program.

Questioned, the Planalto Palace said that it would not comment on the statements made by the mayor.

According to the blog of the journalist Valdo Cruz, columnist of G1 and a GloboNews commentator, Maia devised a strategy to force the government itself to recognize a lie spread by President Jair Bolsonaro.

In reaction to the president’s statements, the mayor also directed the vote on the provisional measure that extended emergency aid in the amount of R $ 300, including in the proposal the payment of the Christmas benefit also in 2020.

If approved, the measure could cost R $ 8 billion to the public coffers and had not been previously voted on at the request of the Ministry of Economy.
