A decree published by the federal government on Thursday night (17) requires Brazilians or foreigners who want to enter the country by plane to present a PCR test with a negative result for Covid-19 when boarding. The measure begins to take effect on December 30.
The test, to be presented to the airline, must have been done up to 72 hours before.
The ordinance also requires the traveler to sign a health declaration to agree with the Covid-19 prevention measures that they must follow while in the country. The text does not specify what the measurements are.
Travelers who do not comply with the requirements of the ordinance will be subject to deportation, fines and disqualification from any refugee claim.
The ordinance maintains rules that have been edited since the beginning of the pandemic to restrict the entry of foreigners by land, water and air. Entry is allowed in some specific cases, such as foreigners who have a permanent residence in Brazil, have a Brazilian spouse, travel to the country for the mission of an international organization and others.
On Monday (15), the Camarotti blog reported that the government of President Jair Bolsonaro had ignored the determination of the National Health Surveillance Agency (Anvisa) to adopt control measures for those who arrive in the country through airports.
A technical note from the agency has already recommended submitting a negative test for Covid-19 before entering Brazil. But, until then, the government had been ignoring Anvisa’s guidance. An ordinance published on the 11th, with a rule for the entry of foreigners, did not make the exam mandatory.
