In the text (PL 5.495 / 2020), the parliamentarian, who was the rapporteur of the proposal that instituted the emergency aid, proposes to maintain the transfers at R $ 300 per month to the beneficiaries “regardless of the request, after the last installment ”of the program, for December. A woman who provides a single parent family will receive two installments, for a total of R $ 600 per month.

The proposal determines the extension until March 31, 2021, “regardless of the number of contributions received.” Citizens who are not formally employed after receiving the December share, who have obtained unemployment insurance, social security or federal income transfer benefits in the same period, would not be entitled to the benefit.

Those with per capita monthly family income above half the minimum wage and total monthly family income above three minimum wages would also be excluded, whether they are residents abroad, who until the end of this year had possession or ownership of goods or rights in their total value . higher than R $ 300 thousand or who has received income exempt, not taxable or exclusively taxed at source for an amount higher than R $ 40 thousand.

“The approval of the emergency aid was a correct and essential step to give a first response to the crisis caused by the pandemic, but, to combat the economic losses that continue, it is necessary to extend the initial term foreseen for the aid”, says the senator in justification attached to the text.

“In the same way, we cannot think of suddenly taking away from families the income that we guarantee here. While Parliament works to provide new programs and solutions that guarantee some income security to families vulnerable to poverty, it is necessary to create a mechanism that allows a slow and controlled regression of emergency aid, in order to provide this population time and conditions to re-establish themselves in the world of work ”, he adds.

The government does not support

President Jair Bolsonaro (without a party) has already opposed the possibility of extending the benefit again, echoing the speech already adopted by Minister Paulo Guedes (Economy).

For the government leader in the Chamber of Deputies, Ricardo Barros (PP-PR), the only way to extend the program would be to extend the War Budget, which allows spending outside the spending ceiling during the public calamity caused by the covid- 19. Asked about the possibility of extending the aid at the regional level, depending on the situation of the pandemic in specific states and municipalities, Barros released the government from the responsibility of granting the benefit. “Mayors and governors can create and pay for emergency aid. Last week, Minister Paulo Guedes said that the government has instruments to mitigate the end of emergency aid next year.
