The Chamber of Deputies included schools linked to churches, philanthropic entities and the vocational technical training of the System S among the institutions that can benefit from public resources from the Fund for the Maintenance and Development of Basic Education and Valorization of Education Professionals (Fundeb ).
The two amendments generated controversy in the plenary session. The proposal on System S and philanthropic entities was approved by 258 votes to 180. The one that included religious and philanthropic schools was approved by 311 votes to 131.
Community, denominational and philanthropic institutions may receive resources for up to 10% of the places in primary and secondary school; Current Fundeb legislation allows the transfer only for early childhood and preschool education. The amendment was proposed by federal deputy Soraya Santos (PL-RJ). For her, these schools provide “a great service to the population.”
The amendment that favors the entities of System S was drafted by deputy Luísa Canziani (PTB-PR). “Most industrialized countries are concerned with the training of specialized labor for the productive sector. On average in the OECD, 50% of young people enrolled in secondary school are in vocational education. In Brazil, this percentage does not reaches 10%, “says the amendment.
Both proposals received government support. Criticized by the opposition, the rapporteur, deputy Felipe Rigoni (PSB-ES), voted against the highlights and denied breaking an agreement to change the text.
Assistant Professor Rosa Neide (PT-MT) criticized what she considered a diversion of resources to public schools. “How much will be left in the account of the city councils and the states to pay the fees of the teachers?” “We are seeing public school resources being destroyed.”
