The reactivity of the Planalto is based on the antiscientificism of the president, who went from “fluzinha” to criticizing the “ladybugs” who fear him, to use his expressions, combined with the fear of losing popularity.
A political research analyst with trafficking in the Meseta recently warned the government that “people want vaccines,” and that until now the governor of Tucano, João Doria (PSDB), was better positioned on the issue than Bolsonaro.
Thus, Pfizer’s proposal to the government slept for about two months in the drawer of the Ministry of Health, which basically ruled out the immunizer in a preliminary way due to the logistical difficulties imposed by its transport and conservation at 70 degrees below.
With the growing political impact of Doria’s announcement, the details of which were advanced by leafBolsonaro’s advisers weighed the president that it was necessary to give a quick public response.
On the afternoon of Monday (7), hours after the São Paulo plan emerged, it was determined that the conversation with Pfizer should begin. That night, information emerged that Brazil was negotiating another 70 million doses of the immunizer.
Not a word about turbocharged refrigerators, which may in fact be focused on urban centers, leaving for other possible vaccines that accept higher temperatures (AstraZeneca and Coronavac, for example, if they are really effective).
Without giving in to the Chinese Coronavac supported by the toucan, which he had already trampled on on other occasions, Bolsonaro also decided to give a more positive statement about the vaccines, saying that he would guarantee them to the population in a meeting with Paulo Guedes (Economy).
It turns out that at this point, the price and availability of drugs have a very different condition than a few months ago. As experts say, the problem is that Brazil does not need one, but several effective vaccines to meet its demand for 400 million doses.
Politically, the receipt was passed. In the meeting the following morning, on Tuesday (8), between Minister Eduardo Pazuello (Health) and the governors, the malaise was widespread. Doria and the minister clashed, some governors said they feared the effect of the dispute on their populations.
This Wednesday (9), the tone was optimistic with verbal juggling. General Pazuello, whose stay in active service displeases the Army leadership for fear of attrition by association, began to speak in December as a possible date for the start of an emergency vaccination.
The day before, he had said that it would take 60 days to approve a vaccine in Anvisa (National Health Surveillance Agency). His head was on the AstraZeneca / Oxford University immunizer, the Union’s main deal so far (100 million doses, plus 160 million that can be produced by Fiocruz), which should only be delivered for registration at the end of the month.
If it meant that it was a definitive record, it was enough to have been clear and not have generated a bad impact among the governors, in the end, the first to receive a vaccine will be exactly the same groups on a regular or emergency schedule.
In the São Paulo government, the watchword is not to back down. No one has yet drawn up the law approved at the beginning of the pandemic, which guarantees the application of vaccines approved abroad (USA, European Union, China or Japan) although Anvisa does not authorize it, but the controversial instrument is within the reach of hand.
It has drafting problems: it is not clear if the authorization for the application would be for emergency or definitive use, nor who would pay for the decision, the status itself is assumed.
Doria’s team has downplayed criticism of his move Monday that he should have expected Coronavac to be effective in publicizing the vaccination plan. If indeed studies indicate that it is high, the move on Bolsonaro will have succeeded.
But the game is far from over on what matters, which is public health, involves national logistics and the urgent need for the federal government to take some course due to the crisis.
From a political point of view, the progress of the 2022 campaign is already underway, with risks for now much more defined for Bolsonaro than for Doria.
