Six regions, including the capital of São Paulo, will move back from the green phase to the yellow phase. The remaining 11 regions were already in the yellow phase.

The change to the yellow phase does not prevent schools from reopening.

The Brazilian Association of Shopping Merchants (Alshop) said that as of Tuesday (1) the 40 thousand affiliates will reduce the opening hours by two hours, but expressed concern about the impact of the restrictions with just over 20 days to go . Christmas.

In a note, the association said that commerce is far from recovering pre-pandemic sales rates and that reducing opening hours further at this time of year will focus consumers on more restricted opening hours.

With regard to sports academies of all modalities and fitness centers, according to the rules presented during the São Paulo government press conference this Monday (30), the maximum occupancy capacity would be limited from 60% to 40 % of site and hours reduced from 12 to 10 hours.

However, on the Plano São Paulo website it is possible to find stricter rules for this type of establishment in the yellow phase. In addition to reducing the working day from 12 to 10 hours, the gyms could only serve up to 30% Capacity and group classes and practices would be suspended.

According to the press office of the Ministry of Economic Development of the State, the rules provided on the website prevail. Thus, with the change, sports academies of all modalities and gyms must suspend group classes, receive up to 30% of the public that their capacity allows and reduce service hours from 12 to 10 hours.

The change does not change the operating rules of the state’s public and private educational institutions, which can remain open.

Cinemas, theaters and museums can remain open in the yellow phase, according to the São Paulo Plan. However, municipalities have autonomy to decide what and when to reopen. In the São Paulo capital, Mayor Bruno Covas (PSDB) determined that the opening of the cultural sectors would only occur when the city was in the green phase.

Update after the elections

The reclassification update was released less than 24 hours after the municipal elections and was only allowed due to new changes to the plan’s rules. If the previous parameters had been maintained, Greater São Paulo, which included the capital, would have worsened enough to migrate to the even more restrictive orange phase. (read below).

On November 13, Doria recorded a video in which he said that the tightening of measures to combat the pandemic after the elections was fake news. “My repudiation of other fake news. We are not going to close the trade or tighten the measures to combat the pandemic after the elections. Another absurdity that they are inventing,” he said on his Twitter account.

Increase in hospitalization rates

Governor João Doria (PSDB) also announced on Monday (30) that he will hold a meeting on Tuesday (1) with 62 mayors of cities that have shown an increase in hospitalization and bed occupancy rates in the state of São Paulo.

Tomorrow, at 4:00 p.m., the government will hold a virtual meeting with 62 mayors from 62 cities that have shown an increase in hospitalization and bed occupancy rates, with the aim of improving control of the pandemic in these municipalities and provide them, if necessary, support. so they can follow the guidelines of the state government, “said Doria.

Although private hospitals have already warned of an increase in hospitalizations for Covid-19, the state government only admitted an 18% increase on November 16. On Monday, the Secretary of Economic Development, Patrícia Ellen, said that there was another increase in the last week.

“We recorded the week [epidemiológica] 46 [de 8 a 14 de novembro] an increase in hospitalizations of 18%. In week 47, which was the week before, the revenue increased by 17%. In the last week, the increase of 7%. Although it is an increase that is not so drastic, not even close to what is happening in Europe, it is an increase. This increase leads us to the need to reapply the rules of the stability period of the security pandemic, ”he said.

Last week, the government health committee had already recommended increasing restrictions on movement in the state to combat the spread of the coronavirus. Despite the warning, the decision was postponed to be made only after the second round of municipal elections.

If the previous rules of the São Paulo Plan had been maintained, the capital and the municipalities of Greater São Paulo would have until this Sunday (29) pandemic rates compatible with the orange phase of the plan, mainly thanks to the worsening of hospitalizations. The data were calculated by the TV Globo production based on the official rules of Plano SP, which were in force until the last reclassification, on October 10.

In this second, however, the new change to analyze the criteria every seven days, and not every 28, allowed the entire state to be classified in the yellow phase.

Even with state permits, the city of São Bernardo do Campo, on ABC Paulista, had already decided on Friday (27) to tighten the rules for the commerce and services sectors as of this Monday (30). The city registers almost 70% occupancy of ICU beds for Covid-19 and the changes were taken by the municipal management to contain the spread of the disease.

On Monday afternoon, the Grande ABC Consortium, which includes the mayors of the cities of Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires and Rio Grande da Serra also announced that it will adopt further measures restrictive than allowed in the yellow phase. Among them are the closure of cinemas and theaters and the cancellation of team sports in clubs.

The reclassification of the regions of the state of São Paulo in the plan to reopen the economy during the coronavirus pandemic was expected to occur on November 16, but was postponed until this Monday (30).

At that time, the state administration justified the change in the data blackout that caused instability in the Sivep-Flu system of the Ministry of Health on November 5.

At that time, the São Paulo state government arrived up to five days without updating the Covid-19 data.

The São Paulo Plan regulates quarantine throughout the state, classifies the regions of the state in color, determining which locations can advance the measures to reopen the economy. The criteria underlying the classification of regions are:

  • Occupancy of beds in the Intensive Care Unit (ICU);
  • Total beds per 100 thousand inhabitants;
  • Variation of new admissions, compared to the previous week;
  • Variation of new confirmed cases, compared to the previous week;
  • Variation of new confirmed deaths, compared to the previous week.
  • In the green phase, deaths and cases per 100,000 inhabitants are also considered.
  • The regions that reach phases 3 (Yellow) or 4 (Green) will remain in these phases as long as they have weekly indicators below 40 hospitalizations for Covid-19 per 100,000 inhabitants and 5 deaths per 100,000 inhabitants.
