Arthur Henrique, from the MDB, won the second round and was elected mayor of Boa Vista, this Sunday (29), for the next four years. With 100% of the ballots written, Arthur obtained 116,792 votes, which is equivalent to 85.36% of the total.
The elect defeated Ottaci, who came in second place with 20,032 votes, equivalent to 14.64%. Arthur got 96,760 more votes than Ottaci. The final count was updated at 7:30 p.m. on the website of the Superior Electoral Tribunal (TSE).

The current deputy mayor of Boa Vista, Arthur Henrique, had Mayor Teresa Surita (MDB) as his right-hand man in the campaign. During the race for the elections, the elected mayor had as its main motto “Continue the work of the current leadership.”
“It is a feeling of great joy and satisfaction. The city of Boa Vista has undergone a transformation in the last eight years of Teresa’s management, management of which I was part as Secretary of Technology, Education and Vice Mayor. Today the population showed that politics has to be done giving results, improving people’s lives, which is what we have done in these eight years, “he said, just after the victory.

Arthur Henrique is 39 years old and has not declared assets to the TSE. Married and father of four daughters, he has incomplete higher education. He has also served as head of the Extraordinary Secretariat for Digital Inclusion of Boa Vista from 2013 to 2016. In the 2016 elections he ran with Teresa, who, at that time, was re-elected with 79.39% of the votes.
Arthur’s alternate is Cássio Gomes, 45. Until October, Arthur had as his deputy candidate Edileusa Loz (MDB), 57. Edileusa, however, died a victim of Covid-19, after four days in the General Hospital of Roraima (HGR).
At the victory party, Arthur Henrique spoke with Teresa, the vice president and also the former senator and party member, Romero Jucá. The mayor-elect spoke at the campaign committee in the São Vicente neighborhood, south of Boa Vista.
“I want to thank all the people of Boa Vista who trusted in our work and tell everyone that I am going to create a government that looks at each one, that looks mainly at those who need it most. We will continue to improve education, health, the infrastructure of the city, looking at people, which is what really matters. Thank you Boa Vista, for recognizing our work and here is my commitment to do a great job in the next four years ”, said Arthur.
The mayor-elect also remembered Edileusa during his speech on stage. He also used a bed in honor of her.
“Edileusa played a fundamental role, not in this campaign, but in these eight years that I worked together with Teresa. She is a person who was a friend, a partner, a person that I always counted during the eight years, in the same way that I counted with Teresa, a person who made me grow, kept my feet in the right place all my life, and who was at My side was one of the people who supported me the most, since Teresa showed me this challenge. she was by my side, and I know she’s by my side until now, ”he said.

Teresa Surita also delivered a speech in support of Arthur during the party. He said it was a “difficult campaign” and attributed the victory to “recognition of work.” Romero Jucá did not speak.
“Above all, it was really recognition of the work we did. A new Boa Vista, this is what people want and this is what we want to continue doing. A job that can make our city better every day. Today we are the best city in the northern region, I am sure that Arthur will fight hard for us to be the best city in Brazil, “said Teresa.
Arthur was part of the “O Trabalho Continua” coalition, formed by the MDB, PMB and AVANTE parties. The candidate was the one who spent the most on electoral campaigns until October 20, according to data provided to the Electoral Justice.
In Ibope polls published before the second round, Arthur led the percentage of voting intention. In the last one, published on Thursday (26), Arthur appeared with 79% of the valid votes, and Ottaci, with 21%. In the previous one, Arthur had 67% of the voting intentions and Ottaci, 19%.
Shortly after the defeat, Ottaci released a note in which he thanked the votes he received and congratulated Arthur.
“We are grateful for every outstretched hand, every smile, every hug, every look of hope and faith on our journey. […] We congratulate the elected candidate and reiterate our desire to transform Boa Vista into a better city for all. ”
Ottaci stood in the elections together with Lenir Rodrigues.
The election in Boa Vista had 31.38% abstention (68,254), 3.06% white votes (4,566) and 5.25% null votes (7,833). According to the Regional Electoral Tribunal (TRE-RR), this was the first time that the capital had a second round in the municipal elections, since it has more than 200 thousand voters. Boa Vista had already reached the mark in the 2016 elections, however, candidate Teresa Surita had obtained enough votes to be re-elected in the 1st round.
During the campaign, the elected candidate told the G1 what he intends to do in the first year of government and also answered questions about immigration, public transportation, basic health units, floods, competition for parking, traffic improvements and school enrollment.

For the first year of government, the candidate promised to build three more Basic Health Units (UBS); drain the Pricumã basin; paved 26 more streets; complete Avenida dos Trabalhadores; expand the Children’s Hospital with another block; build three more kindergartens in the city; and guarantee 100% led lighting in eight more neighborhoods of the capital.
