The government leader in the Chamber of Deputies, Ricardo Barros (PP-PR), said on Tuesday (17) that the country’s control bodies act politically and hinder the political articulation of the government in Congress.

According to Barros, the problem occurs because the Public Ministry (MP), the Federal Court of Accounts (TCU), the Judiciary and the Office of the Comptroller General of the Union (CGU) challenge “unfounded” acts and prevent the release of funds by the government for deputies apply to their electoral bases.

“There is political activism from these organizations. And they, when they perceive a decision that does not conform to their ideal, they challenge it, even without foundation and without reason. They cause enormous damage, enormous damage, they delay the delivery of the benefits that society needs to receive and they are never punished for that ”, said the leader.

The leader of the government in the Chamber made the remarks to participate this afternoon in a panel of the Lisbon Legal Forum entitled “Strengths and weaknesses in the articulation between government and parliament.”

Barros said that one of the main difficulties of political articulation at this time is linked to the “blackout of pens.” According to him, the “predatory action” of the control bodies restricts public officials and delays the delivery of benefits to society.

The deputy explained that this “blackout of pens” damages the articulation since the parliamentarians are unable to apply the money from the parliamentary amendments to their electoral bases.

“I would like to put this issue of the blackout of pens as one of the points of the debate, because if the government does not deliver the benefit to the parliamentarian, it allocates resources in the Budget for that to happen, the parliamentarian is not satisfied,” he said.

The government leader pointed out that the “most legitimate” way for the deputy to have an articulation with the government is to serve his electoral base with resources, and the performance of these bodies ends up being a problem.

According to Barros, the deputies “want to deliver equipment or benefits,” they want to “show services to voters,” but they cannot.

“We started a purchase process, a tender for a work, and years pass before we can deliver that benefit, many times the mandate of that parliamentarian passes,” said the government leader in the Chamber.

Barros also emphasized that those responsible for the control bodies make “serious mistakes” and never respond in court for that. “These are the indisputable ones that we have unfortunately seen here in our country,” he added.

“At the moment, the main obstacles are the control bodies, which play their legitimate role in the search for assertiveness and the fight against corruption, but they do it badly, when they do it for political activism,” concluded the president.
