The SP government admits the increase of Covid-19 in hospital admissions in November for the first time and postpones the reclassification of San Pablo quarantine

The São Paulo government admitted on Monday (16) that there is an increase in hospitalizations for Covid-19 in the state. In the last epidemiological week, which runs from November 8 to 14, hospitalizations of suspected and confirmed cases of the disease increased 18% in relation the previous week: the daily average of new hospitalizations increased from 859 to 1,009.

The São Paulo Plan, which regulates the quarantine stages in the different regions of the state, establishing tougher or lighter measures according to the health indicators of each locality, will not update this week. According to the government, the change will not be made due to the failure in the data of the Ministry of Health that impacted the data on deaths from Covid-19 in SP last week. These are the indicators that determine the quarantine phases in each region.

This Monday, the state reached 40,576 deaths from coronavirus in total and 1,169,377 confirmed cases of the disease since the start of the pandemic. The total number of new cases per week, which was decreasing, remained stable in the state of SP in relation to the previous week.

According to the state health secretary, Jean Gorinchteyn, if health indicators continue to grow, more restrictive measures can be adopted in quarantine.

“If we have increased the rates, surely much more austere and restrictive measures will be taken to continue guaranteeing lives. This is how we will do it, ”says Jean.

Governor João Doria (PSDB), for his part, says that the reclassification of quarantine was postponed as a “precaution.”

“The lack of information on cases and deaths for 6 days last week, caused by a breakdown in the Ministry of Health system […] affected the normalization of data throughout Brazil, and here in São Paulo in particular. For this reason, we postponed the update of the São Paulo Plan until November 30. It is a precautionary measure and shows our responsibility not to change the rating of the states without having all the indicators available, “says Doria.

Last week, doctors from 15 hospitals had already warned of the increase in income from Covid-19 in the private network of the city of São Paulo. However, the Secretary of State for Health, Jean Gorinchteyn, denied on Thursday (12) that the figures were increasing.

“All hospitalizations that occur in the state of São Paulo, whether in the public or private sphere, are notified to our regulatory bodies within the State Department of Health. That is why we work with official figures. These official figures do not reveal the that was exposed by the media, “he said at the time.

The mayor of São Paulo and candidate for re-election, Bruno Covas (PSDB), also denied that hospitalizations increased.

“What we have is some specific data from some private hospitals, which even receive many people from outside São Paulo, so this does not reflect the evolution of the pandemic in the city. The aggregated figures from the city of São Paulo show that there is worsening of the disease. We continue to lower rates here, “he said on Friday (13).

The reclassification of the regions of the state of São Paulo in the plan to reopen the economy during the coronavirus pandemic was expected to occur on Monday (16), but was postponed until November 30.

According to the state administration, the reason is the data blackout that caused instability in the Sivep-Flu system of the Ministry of Health on November 5. At that time, the São Paulo state government arrived up to five days without updating the Covid-19 data.

“The lack of information on cases and deaths for 6 days last week, caused by a failure in the Ministry of Health system and that now, as of that week, will apparently be resolved, but the failure affected the normalization of data in all of Brazil and here in São Paulo in particular. That is why we postponed updating the São Paulo plan to November 30, ”said Governor João Doria (PSDB).

The São Paulo Plan regulates quarantine throughout the state, classifies the regions of the state in color, determining which locations can advance in the measures of reopening the economy. The criteria underlying the classification of regions are:

  • Occupancy of beds in the Intensive Care Unit (ICU);
  • Total beds per 100,000 inhabitants;
  • Variation of new admissions, compared to the previous week;
  • Variation of new confirmed cases, compared to the previous week;
  • Variation of new confirmed deaths, compared to the previous week.
  • In the green phase, deaths and cases per 100,000 inhabitants are also considered.
  • The regions that reach phases 3 (Yellow) or 4 (Green) will remain in these phases as long as they have weekly indicators below 40 hospitalizations for Covid-19 per 100,000 inhabitants and 5 deaths per 100,000 inhabitants.

Currently, the state has eleven regions that are in the yellow phase and six in the green phase.
