With the end of the emergency aid deposits, created to guarantee financial support to Brazilians affected by the coronavirus pandemic, the Minister of Economy, Paulo Guedes, affirmed that there is no possibility of extension aid until 2021.
This was expected to happen, as in September the government extended the benefit until the end of the year. The payments, which were R $ 600, were reduced to R $ 300 per month due to the fiscal responsibility rule. The statement on the direction of the aid was made during a virtual event that took place last October.
Ceiling expense
During his speech, Guedes reinforced that the spending ceiling will remain after the decree of the state of public calamity expires. Thus, the minister affirmed that he justified that there is no possibility of extending the program until next year.
“There is no plan to extend the aid, none. That is not true. That is not our intention, it is not what the President said. It is not what the Minister of Economy wants. No way, ”he said.
According to the minister, although there is a commitment to the spending ceiling, the war budget could be resumed if there is an increase in cases during the pandemic in another year. However, this does not mean extending the calamity for an indefinite period.
“When the pandemic hit us, we created an emergency regime. Now, we cannot use the excuse of the emergency regime to blow up the spending ceiling, ”Guedes added.
Discussions on the new CPMF
In recent weeks, Paulo Guedes has been advocating the creation of a new tax. The idea is to tax digital transactions, similarly to the defunct Provisional Tax on Financial Transactions (CPMF).
In an interview with CNN Brazil last Friday, the minister said that he has not yet given up on the implementation of the new tax in Brazil, stressing that he is not “a man to give things up easily.”
For Guedes, the tax would serve to cover an exemption from the payroll tax, which is essential to create new formal jobs in the country. The minister defended that the tax is necessary, justifying that it does not matter if the tax is “ugly”, as long as it reaches the proposed objective.
