The disagreement between them began after a report published by the newspaper O Globo, in which it is mentioned that Salles “stretched the rope” with the military wing to test the armor delivered by the president. The text was published shortly after Salles ordered the suspension of the action of Ibama agents in areas of the country where there are fires and an alleged lack of resources. The military disapproved of the measure, which was seen as a provocation, since the head of the Amazon Council is Vice President Hamilton Mourão, who is a general in the Army reserve and has not been consulted on the matter.

On the occasion, Minister Salles accused Ramos of being a “gossip Maria”, which generated a reaction from the leaders of Congress in defense of Ramos, who works with President Bolsonaro.
