The minister of economy, Paulo guedes, said on Friday the 16th that it has not given up on creating a transaction tax to ease payroll and try to encourage job creation. According to the minister, while there is no better solution, he prefers “this shitty tax.”

The minister, however, denies any similarity to the old CPMF, a tax on financial transactions that existed until 2007 to cover federal government spending on health projects. The maximum rate was 0.38% on each transaction. “It is not CPMF at all. It’s digital, ”he said.
Vanessa Canado, special advisor to the Ministry of the Economy, has said that the new transaction tax, which the government has tried to decouple from the old CPMF, will not only focus on digital transactions, but on “all transactions in the economy.”
Guedes began to defend the new transaction tax when he was questioned by members of XP Investimentos about the government’s concern about the increase in dismissals, after the effect of the program that allows the reduction of hours and wages or suspension of contracts to maintain labor ties .
“Thank you for supporting the transaction tax,” the minister reacted, pointing to the new tax as the solution to this impasse. “Why do you think we are thinking about this shit (the tax)? Do you think liberals like to create new taxes? Is not the same. There is only one reason you might think about it. It is because today a worse one operates, ”said Guedes.
The minister argued that it is necessary to find a way out, with formal employment, to the millions of “invisible” who entered the government’s radar from the record of emergency aid, paid to informal and unemployed people who were in a vulnerable situation during the covid pandemic. -19. “I don’t care if the tax is ugly, as long as it works by creating new jobs. It will be worth it, ”he said.

On Thursday, Guedes told CNN that he could forgo creating the new tax. “There is no tax increase, there is no tax increase,” he said. “The media, for example, want to ease the payroll, don’t they? This tax would only come in if it were released. Maybe I won’t even have to, maybe I’ll give up. “
Today, however, he clarified that there is no withdrawal. “I gave incorrect information yesterday,” he admitted. “Am I a man to put things down easily? No way, ”he said.
In 2015, the government of then-president Dilma Rousseff even proposed the return of the CPMF, but this ended up not happening due to the lack of support from the National Congress.
Tax rules
Guedes reaffirmed the government’s commitment to fiscal rules, especially the spending ceiling, and guaranteed that there is no idea of extending the state of public calamity that allowed the explosion of public spending.
“I would not say that today there is any plan to prolong the calamity (…) It is not our intention,” he stressed.
Guedes pointed out “friendly fire” when speaking of the ideas that emerged from government sectors to relax the ceiling on public spending, again stating that he did not agree with the proposal.
“I think people will understand that it is not our intention to eliminate the spending ceiling,” said the minister. “Behind my back, they tried to go against the ceiling,” he added, without naming names.
During the online broadcast, the Economy Minister cited the “popular but not populist” orientation of President Jair Bolsonaro to ensure that the new social program, Renda Cidadã, is not created at the expense of fiscal irresponsibility.
He reiterated, on the other hand, the need to break down the budget, again defending the 3 D (deindexation, untying and liberation), to open spaces for investments in infrastructure.
Still regarding the limitation of expenses, he defended that, without changing the “floor”, that is, the minimum mandatory expenses, the country will be irresponsible in the management of the management of public accounts.
However, he highlighted the support of Congress, where a center-right majority is building, for the reform agenda and repeated estimates that point to savings of R $ 300 billion in ten years of the administrative reform.
“We want to keep the ceiling, low interest rates, lower taxes for companies,” said the minister. “We have to show that we are responsible, strong and resilient to pay for our war,” he added, referring to the account that the expenses incurred to face the pandemic left.
Gas
Citing the regulatory frameworks for gas, to be voted on in the Senate, and Sanitation, already sanctioned, the Minister of Economy, Paulo Guedes, said today that, although it may not have the desired pace on some fronts, the liberal agenda is removing obstacles daily savings.

Guedes said there were signs that the Brazilian economy would react quickly because Brazil, before covid-19, was against the synchronized slowdown of the rest of the world. “So we had more momentum.”
The minister also commented that, as “everything indicates”, coronavirus contamination is receding, estimating a period of another three or four months for the outbreak to pass.
