The governor of São Paulo, João Doria (PSDB), announced today that six regions of the state have moved to the green phase of the São Paulo Plan, for the resumption of the economy, including the capital that, until last week, had no indexes to advance. The areas that advanced in the phase are those of the São Paulo Metropolitan Region -which has been unified again-, Sorocaba, Piracicaba, Campinas, Taubaté and Baixada Santista. They concentrate 76% of the state’s population, according to the São Paulo government.

The green phase, the second least restrictive part of the plan, begins to take effect as of tomorrow. Cinemas, museums, theaters and events are premiered here. Despite the authorization to open, these establishments must follow hygiene and distance protocols. Locations must have a maximum occupancy rate of 60%.

Reunification of Greater São Paulo

In today’s interview, the governor reported that the Greater São Paulo region was reunified, after a few months divided into sub-regions.

The Municipality of São Paulo has been complaining that 17% of the patients in the capital are from other municipalities, which has caused an increase in the bed occupancy rate. With the reunification of the Metropolitan Region, a single ICU bed occupancy rate is now considered for all these regions and the capital of São Paulo.

Green phase: increased hours and occupations

In the green phase, the service and consumer sectors can operate with a higher occupancy rate and for longer hours. Malls Centers, galleries and commercial establishments in general can operate at 60% of their capacity and for 12 hours.

Bars and restaurants must also obey the 60% occupancy rate and may be open for local consumption until 11:00 p.m., with services interrupting an hour before, at 10:00 p.m.

Beauty salons and gyms can also operate at 60% of their capacity, always following the specific hygiene and distance protocols for each sector.

In the São Paulo capital, according to Mayor Bruno Covas (PSDB), the opening of parks and open spaces, such as Paulista Avenue, will not yet happen on weekends. “We will wait another 15 days to assess how the pandemic will evolve,” he said.

Schools should be allowed to receive more students

Additionally, the advancement of 76% of the state’s population to the green phase should allow public and private schools to serve up to 70% of students daily. However, it is up to each municipality to authorize the return in person from classes and school activities. In addition, each school system can establish more restrictive rules than those determined by the state, depending on its condition and also on dialogue with the school community.

In addition to specifying the activities launched in the green phase, Doria reported today that, in the regions that remain in the yellow phase, the operation of commercial establishments, shopping centers and beauty salons may be extended from 8 to 10 am.

Blue phase: vaccine dependence

Doria also anticipated that the next evaluation of the plan will be on November 16.
