A decree of the federal government established new rules for the payment of the thirteenth salary of retirees and pensioners of the National Institute of Social Security (INSS). The decision was announced by publication in the Official Gazette of the Federation.
In general, the measure defines that, starting in 2021, the benefit will be deposited in two installments, being:
- the first on the August sheet; and
- the second to benefit the month of November.
Who will receive in advance? The prepayment will be aimed at those who receive retirement, temporary disability benefits (old sickness benefit), death pension, maternity pay, accident benefits and incarceration benefits.
How will it work?
In the case of the first installment, up to 50% of the profit will correspond and will be paid in August. Generally, transfers are made between the last five business days of each month and continue until the first five of the next. The order of deposits varies according to the amount and the final benefit number.

Regarding the second installment, payments will be made in November. The amount paid will correspond to the difference between the amount of the annual allowance and that of the first installment. Anticipated payment dates are expected to be released later this year.
Important! With advance payments, the beneficiary must pay attention to the year-end budget so as not to run out of money.
13th salary in 2020
The anticipation of 13 of the insured has already occurred in 2020 due to the new coronavirus pandemic. The government paid the first installment between April 24 and May 8 and the second between May 25 and June 5.
In 2019, President Jair Bolsonaro (without a party) had also tried, through a provisional measure, to make law the anticipation of the first delivery of the retirees and pensioners of the INSS XIII. However, the text lost its validity as it was not analyzed by Congress.
INSS branches reopening
Since September 14, the agencies of the National Institute of Social Security (INSS) have been reopened for face-to-face care after months of closure due to the coronavirus pandemic.
For the moment, the priority will be for the services of medical expertise, social assessment, administrative justification, professional rehabilitation and compliance with requirements. Services related to operational monitoring of benefits and judicial justification will also be resumed.
To be attended in person at one of the INSS agencies, the citizen must schedule the visit in one of the municipality’s service channels, through number 135 or through the “Meu INSS” website and application.
