BRASILIA (Reuters) – The government tightened the criteria for granting extended emergency aid and estimated that 5.7 million people will no longer be eligible, according to figures presented by the Ministry of Citizenship.
In a explanatory statement on the Provisional Measure that instituted the new 300-real aid, the ministry reported that the first phase of the program, which distributed 600 reais a month to beneficiaries, reached 67.2 million Brazilians. The contingent is greater than the entire population of Italy.
In this second phase, which will run until December, there will be 61,488,087 eligible people, the ministry said.
Previously, the special undersecretary of Finance of the Ministry of Economy, Gustavo Guimarães, had already indicated that the CPF is being used in the crossing of data to grant aid, which will delimit the beneficiary base.
“There really was a limitation,” he said.
The monthly cost of emergency aid fell to R $ 16.9 billion for the September-December period, compared to R $ 50.8 billion for the previous phase, which lasted from April to August, a 67% reduction.
The program is the largest government initiative to address the coronavirus pandemic. This morning, the Ministry of Economy updated its total cost to R $ 321.8 billion in 2020.
Guimarães exemplified that, now, if the person has possession or ownership of assets in 2019 above 300 thousand reais, they will no longer receive residual emergency aid.
“Other cuts were made based on the CPF, this reduces the base,” he said, adding that the changes were made to comply with the recommendations of the Federal Court of Accounts (TCU), with the aim of curbing fraud.
In this new stage of assistance, residents abroad or prisoners in a closed regime will not be able to receive the benefit.
On the other hand, the tax base calculated for eligibility will be related to the year 2019, and not more than 2018. The rules on the number of installments for each family have also been adjusted.
According to the deputy, the receipt of residual emergency aid will now be limited to “two installments per family.” In the drafting of the 600-real aid law, the receipt of aid was limited to “two members of the same family”.
The single mother is still entitled to two contributions. In practice, if another person eligible for the benefit is from the same family, they will no longer be able to receive it, since the criterion of two installments per family has already been met.
Guimarães also said that those who are registered in Bolsa Família will once again receive their due through the program. If this amount is less than 300 reais, the difference will only be paid through emergency aid.
In the first five months of the program, the beneficiaries stopped receiving Bolsa Família and received 100% of the emergency aid.
The Ministry of Citizenship estimated the need for R $ 79.1 billion for the new phase of aid. The budgetary impact will be less, 67.6 billion reais, because part of the expense will be covered with the ordinary loan from Bolsa Família.
