Maia says she wants to pass administrative reform in the Chamber in 2020

The Mayor, Rodrigo Maia (DEM-RJ), said he wanted to approve the administrative reform in the Chamber in 2020. After more than a year of discussions between the federal government and parliamentarians, the administrative reform was delivered today by the Executive to the National Congress. .

“It is very important that our priority is the spending limit. We have a PEC of [deputado] Pedro Paulo who has already passed through the admissibility of CCJ. The Senate votes, we will join ours and work to get this PEC enacted this year. The main points of the reform were presented by the Ministry of Economy in the morning, but the text of the PEC (Proposal for the Amendment to the Constitution) was sent late in the afternoon. The ceremony took place in one of the halls of the National Congress. The Minister of the General Secretariat, Jorge Oliveira, represented President Jair Bolsonaro (without a party) at the event, which was attended by government leaders and deputies sympathetic to the reform.

The speeches of Maia, Oliveira and the government leaders in the Chamber, Ricardo Barros (PP-PR), and in Congress, Eduardo Gomes (MDB-TO), were filled with blows between the Executive and the Legislative.

Maia said that President Jair Bolsonaro had been talking to him for a few weeks to send the reform and that the proposal points to the “right point.” According to Maia and the other politicians, the focus is to increase the quality of public service and reduce costs with the modernization of the state.

The text removes the stability of the new servers, but retains all rights to the current servers. In addition, the proposal extinguishes automatic promotions and various benefits, considered by the Ministry of Economy as privileges.

The reform, however, does not affect the rules for magistrates, parliamentarians, the military, and members of the Public Ministry, categories that are among those with the highest pay and benefits in the public service.

The PEC needs at least 308 favorable votes, in two rounds, to be approved by the Chamber of Deputies. It then goes to the Senate, where it needs to have at least 49 votes, also in two rounds, before being enacted.

Maia thanked Bolsonaro, Oliveira and the Minister of the Government Secretariat, Luiz Eduardo Ramos, responsible for the political articulation of the Planalto, for negotiating on the issue. However, he did not mention the Minister of Economy, Paulo Guedes.

Moments after the ceremony, in an interview with the GloboNews channel, Maia said that she will start speaking with Ramos, because Guedes prohibited the economic team from speaking with him, Mayor.

“I have not spoken. Minister Paulo Guedes has prohibited the team from talking to me. Yesterday I had lunch to discuss the Mansueto plan, and the secretaries were forbidden to go to the meeting. What I decided is that the relationship between the president of the Chamber will be with Minister Ramos, and he talks with the economic team so as not to embarrass anyone else ”, he declared.

“The dialogue ended [com Guedes], but I have no problem. I invite advisers, secretaries, government consultants from the Temer government and the result is positive. Ministers generally have little agenda and secretaries, consultants, are of high quality. They help us, teach us, build quality texts with us ”, he added.

Minister Jorge Oliveira stressed that the proposal preserves the right of current officials approved by public competition and revises points for a more modern and agile public administration in the future. He said that the proposal could be improved by the parliamentarians and that it will be analyzed in the “time of Congress.”

Ricardo Barros said that 25% of federal and state public servants will retire in the next five years and need to be replaced, but with greater rationalization.

The Mixed Parliamentary Front for Administrative Reform welcomed the proposal presented today by the federal government, as it considers that the text contributes important advances in the rationalization of public management, although it can be improved. The opposition criticized what it sees as inequality as the fact that magistrates, parliamentarians, military and prosecutors are not affected.

Next steps

In principle, by the rules of the statutes, the PEC of the administrative reform will be analyzed first by the CCJ (Commission of Constitution and Justice). The collegiate body is in charge of verifying whether the text violates the Constitution. The content is not analyzed at this stage.

If approved by the CCJ, the text will be analyzed by a special commission of deputies created to really discuss the substance. If it also goes through the commission, it goes to the plenary session of the Chamber, where it needs 308 favorable votes in two rounds.

One possibility that arises is the creation of a mixed commission, made up of deputies and senators. Some argue that, by talking together, MPs can pass the reform more quickly. The idea would be discussed with Maia, said Senate President Davi Alcolumbre (DEM-AP). However, there is still no definition of a joint commission.

One factor that will also be discussed among parliamentarians is how to conduct the analysis in the midst of the pandemic. Most likely, the CCJ will start operating partially in person. The reopening of the commission has already been supported by the Board of Directors of the Chamber and needs to be fully ratified.
