The president of the Chamber of Deputies, Rodrigo Maia (DEM-RJ), presented on Wednesday (2) to the party leaders and to the press the administrative reform proposal for the employees of the Chamber.
The text is not the same as the administrative reform of the government, which President Jair Bolsonaro said he will deliver this Thursday (3) to the National Congress.
According to the draft presented by Maia, the initial proposal for administrative reform in the Chamber establishes:
- reduction of the server’s entry salary;
- greater number of levels in the Legislative Career (increase from 10 to 25 levels);
- extinction of 1,000 permanent positions (633 immediately and 367 as they become vacant);
- powers common to all positions in the Chamber;
- establishment of technical functions commissioned for temporary needs;
- promotion for individual performance;
- criteria / requirements to assume the function in charge.
According to Rodrigo Maia, the idea is “to improve the work of the Chamber of Deputies.” For him, the starting salaries are “very high.”
“We need to have a longer career, where merit prevails, the encouragement to reach the end of the race. It is a gesture made by the Chamber,” he added.
The idea is that the deputies study the issue with the Board of Directors to try to approve the text in October, according to the president of the Chamber.
Some changes are expected to take effect immediately, but some should only take effect from the next legislature, that is, in 2023.
Some changes need to be made through a draft resolution; others, by acts of the Executive Committee; and the others, by decrees of the Director General.
The change in the career structure, with changes in the legislative career and in the entrance fee, however, must be done by means of a bill.
The director general of the Chamber, Sergio Sampaio, said that there is not yet an estimate for the reduction of expenses with the reform in the Chamber, but said that he will present more precise data until this Thursday.
“The great benefit of this reform is to allow the Chamber to function with a smaller, more agile and efficient structure,” he said.
According to him, 85% of the Chamber’s budget, of R $ 5.8 billion, is for personnel expenses.
“If I can change this vision, have a much lower expense in personnel, I will have a huge impact on the budget of the Chamber, now this is not done overnight,” said Sampaio.
Maia said the reform is not just about cutting expenses, but also about the quality of public spending.
“We cannot look only at the cost reduction side, but at the quality of public spending. The improvement of the legislative process, the improvement of the administrative organization of the Chamber of Deputies. All this will bring improvements in the quality of these expenses”, said. Mayor.
‘Signage’ for the government
Congressman Tiago Mitraud (Novo-MG), president of the Mixed Parliamentary Front that deals with administrative reform, said that there is consensus among the majority of leaders on the need to carry out the restructuring and that this will serve as a “signal” for the executive power. .
“I believe that the reform of the Legislative is fundamental for justice, to avoid distortions that are no longer accepted and, later, to know didactics and show a commitment of the Legislature to the reform,” Mitraud declared.
According to the parliamentarian, the front has focused on the preparation of the text that the federal government will send, focused on the executive officers. “The Chamber today has 2.5 thousand officials, the Executive has 600 thousand, the proportion is different, we are focused on reforming the Executive,” he said.
