The federal government edited Provisional Measure (MP) that extends Emergency Aid until the end of this year. The amount of the benefit fee it was reduced from R $ 600 to R $ 300. The MP was published in the morning edition of this Thursday (3) of the “Official Diário da União” (DOU).

Provisional Measure No. 1,000 establishes the residual emergency aid in four installments of R $ 300 until December 31.

On Tuesday (1), President Jair Bolsonaro anticipated that the Emergency Aid will be R $ 300 for another 4 months. The value of the benefit, created to precede informal workers who lost income due to the new coronavirus pandemic, was announced after the president’s meeting with allied ministers and parliamentarians at the Palácio da Alvorada.

Bolsonaro said that the amount is less, but it “complies” with what is expected of the program. “R $ 600 is a lot for those who pay, in this case Brazil. We can say that many times it is not enough value for all needs. But it basically complies,” said the president.

The creation of the aid, in April, provided for three installments of R $ 600, until July.

The aid was extended for the first time by two more installments of R $ 600 and, in recent weeks, the political and economic branches of the government discussed the new value of the benefit.

MP can fail, but it’s worth it

Government leaders in the National Congress already admit the idea of ​​not voting for the MP, with the extension of emergency aid until December. The idea is to avoid clashes with the opposition and eventual wear and tear with the discussion about the value of aid.

As the MP comes into effect as soon as it is sent to Congress, and is valid for 120 days, the idea of ​​these leaders is to let the text expire. Consequently, the provisional measure would lose its validity after the payment of the last installment, without having to vote and without prejudice to the granting of the benefit.

The MP has, however, different points as it guaranteed the R $ 600 quotas to millions of Brazilians.. See some of them below.

You will not receive the new fees:

  • who was hired after receiving emergency help
  • who received social security, unemployment insurance, or federal income transfer program benefits after receiving emergency assistance
  • who lives abroad
  • who received taxable income higher than R $ 28,559.70 in 2019
  • who had, as of December 31, 2019, possession or ownership of goods or rights for a total value greater than R $ 300 thousand reais
  • who in 2019 received non-taxable or taxable income exclusively at source whose sum exceeds R $ 40 thousand

The criteria should be checked monthly.

The MP advises that the CPF must also be regularized with the IRS.

The government also published MP that opens an extraordinary loan of R $ 67.6 billion to pay residual emergency aid.
