Almost six months after the first death, on March 12, the state of São Paulo on Monday (31) surpassed the mark of 30 thousand deaths from coronavirus since the start of the pandemic. In the last 24 hours, 36 deaths and 938 confirmed cases of the disease, with that, the state reached 30,014 deaths in total and 804,342 confirmed cases of infection since the start of the pandemic.

The new confirmations in 24 hours do not mean that the deaths and cases occurred overnight, but that they were accounted for in the system during this period. The numbers are usually lower on weekends and Mondays.

The state alone has more deaths than Spain, which has a similar population, and has recorded 29,000 deaths so far. Spain has about 47 million inhabitants and São Paulo, 44 million.

In South America, if all the deaths in Argentina (8,400), Chile (11,200), Bolivia (4,900), Paraguay (308), Uruguay (44) and Venezuela (381) are added, the number is lower than the more than 30 thousand registered in São Paulo.

Argentina reports around 8,400 deaths and is the country with the longest quarantine in the world. Last Friday (28) the government announced the extension of the confinement measures until September 20, with that, the country will reach six months of quarantine, which began on March 20.

The moving average of deaths, which takes into account the records of the last 7 days and minimizes the differences in notifications, is 216 deaths per day this Monday. The variation was -13% compared to the value registered 14 days ago, which for specialists indicates stability. Since the calculation of the moving average takes into account a longer period, it is possible to measure the pandemic trend more reliably.

On Thursday (27), after a long period of uninterrupted stability in the new records, the daily average of deaths showed a downward trend with a variation of -20% compared to the value recorded 14 days ago. But on Friday (29), the trend returned to stability.

To confirm the departure from the state of the so-called plateau – stability at the highest point of death on the epidemiological curve – it will be necessary to observe the trend in the coming days. Although the new records have been lower, the daily average of deaths stays above 200 for 96 consecutive days in the state.

After several searches of crowds during the weekend, on the beaches and at clandestine parties, Governor João Doria (PSDB) said on Monday (31) that it is not time to celebrate.

“For the third consecutive week we managed to reduce the number of deaths and hospitalizations. We had a 4% reduction in deaths from last week, between the 23rd and 29th compared to the previous week. There was a drop in new hospitalizations in the capital, the metropolitan region, the coast and the interior. But I always repeat it with great emphasis, you have to be very careful, there is nothing to celebrate. The celebration will only come after immunization with the vaccine. Until then, we need to have resilience, patience, understanding and protection of life, ”said Doria.

On Friday (28) Governor João Doria (PSDB) said at a press conference that the worst moment of the coronavirus pandemic in São Paulo has passed and that the state has already begun to leave the plateau.

However, epidemiologists warn that it is not yet possible to relax care measures, since the figures remain high and there is no sustainable reduction in cases and deaths that confirms the departure from the highlands.

The moving average of daily cases is 6,837 this second (31). The number of cases includes all positive results in laboratory tests, both serological tests, which only verify the presence of antibodies, and those that analyze the presence of the virus in the body at the time, the so-called RT-PCR test. .

On Sunday (31), with the confirmation of a case of Covid-19 in the city of Santa Mercedes, in the interior, the disease has reached the 645 municipalities of the state, according to a report from the State Department of Health. 531 cities have already registered at least at least one death.

On March 24, the government decreed a quarantine, a measure of social isolation that forced the closure of trade and kept only essential services.

Since then, more than 50,000 bars and restaurants have definitively closed their doors in the state, according to data from the association responsible for the sector. Others remain closed or are gradually trying to reopen, both due to the drop in consumption and the financial and health difficulties of the recovery. In total, 250,000 establishments of this functional type in the state and 55,000 in the capital, according to the Brazilian Association of Bars and Restaurants (Abrasel).

The difficulties felt in the trade were reflected in layoffs. In the bar and restaurant sector alone, Abrasel estimates that around 300,000 people were unemployed during the pandemic.

The unemployment rate registered in the city of São Paulo was 13.2%, a percentage higher than that of the state of São Paulo, which registered 12.2% among people over 14 years of age, according to the National Survey of Households by Sample . (PNAD). During the pandemic, 1 million Brazilians lost their jobs, according to the Brazilian Institute of Geography and Statistics (IBGE).

The reflection of unemployment was also felt in the number of families evicted or threatened with eviction in the state of São Paulo, there were only 2,500 during the pandemic, according to the Observatório das Favelas, a research and defense group for housing in the metropolitan region of São Paulo.

With fewer vehicles on the streets, the number of traffic accidents decreased by 30% in the state of São Paulo and went from 51.3 thousand between March and June 2019 to 35.6 thousand in 2020, the fall It was the largest in history. registered since 2015 in that period. The number of deaths fell by 22%, with 1,167 in 2020 and 1,513 in 2019, according to data from Infosiga SP.

In the city of São Paulo, the slowness was reduced from about 100 kilometers to 5 kilometers at the beginning of the quarantine (read below).

Despite the empty streets, the number of motorcyclists circulating in the city has increased due to the increasing demand for application delivery services. According to the Sou da Paz Institute, in May the number of motorcyclists killed in traffic grew by 7% compared to the same period last year. There were 167 in this month of 2019 and 179 in the same period of 2020.

Delivery drivers attended protests in July in the city of São Paulo for better working conditions, among the demands is the improvement of the price paid for the races and the supply of Personal Protective Equipment against the coronavirus.

On June 24, the SP government announced that as of September 8, the resumption of face-to-face classes would take place. However, many city councils announced that they would not follow the calendar.

With the continuity of deaths and contamination from Covid on the rise, the government of São Paulo postponed, at the beginning of August, the return of face-to-face classes only until October gradually.

On June 1, when the state administration divided the territory according to the 17 Regional Health Divisions (DRS). Greater São Paulo was subdivided into 6 other regions, one for the capital and another 5 for each group of cities in the Metropolitan Region. Quarantine flexibility is done differently in each of these regions.

Currently, the state has no region in the red phase, the most restrictive. Six regions are in the orange phase and the other 16 are in the yellow phase.

The criteria underlying the classification of regions are:

  • bed occupancy in the Intensive Care Unit (ICU);
  • total beds per 100 thousand inhabitants;
  • variation in new admissions compared to the previous week;
  • variation of new confirmed cases compared to the previous week;
  • variation in new confirmed deaths compared to the previous week.
  • In the green phase, deaths and cases are also considered per 100 thousand inhabitants;

These criteria define which of the five phases of reopening permits the region is in:

  • Phase 1 – Red: High Alert
  • Phase 2 – Orange: Control
  • Phase 3 – Yellow: Flexibility
  • Phase 4 – Green: Partial opening
  • Phase 5 – Blue: Normal controlled

Reopening of sectors of the economy:

  • Red phase: only essential services are allowed to function.
  • Orange phase: Real estate agents, dealers, offices, shops and shopping centers can also reopen, but with restrictions.
  • Yellow phase: Beauty salons, bars, restaurants, gyms, parks and cultural activities with a seated public can also reopen, but with restrictions.
  • Green phase: Events, conventions and cultural activities with standing public can also be reopened, which can happen again when there is a four-week stability of the state of São Paulo in the green phase (4), also with restrictions.
