Queues and instability: Bahians suffer to re-enroll in SUS – Jornal CORREIO

Thousands of Salvadorans woke up early and went to lines that cost them hours this Friday (28). Citizens took to the streets due to the need to re-enroll in the Unified Health System (SUS), which had a deadline until August 31 and, now, it can be done until the end of September. With the obligation to register and with the website system made available by the City Council, in the face of the falls, what we saw were huge queues in the health units of the capital that offered face-to-face re-registration. The situation caused the Ministry of Health to extend the deadline to carry out the procedure.

Among the complaints of those who faced hours of queues and several pauses in the records due to the constant drops in the system used by the units, the one that was heard the most was about the population’s ignorance of the need for the process. “I heard it yesterday, because I saw it on television and my friend also sent it to me on WhatsApp. Before, I didn’t even know what it was, ”confesses José Ramos, 59.

And it wasn’t just him who discovered re-enrollment recently. Joilma Percontini, 61, also saw nothing about it, claiming it was not disclosed. “I think there was a lack of emphasis on the part of the municipal power because they didn’t know they had to do this. I have not seen anywhere and I am not someone who lives in the world of the moon, “he guarantees.

Wanted, the Secretary of Health of Salvador, Léo Prates, defended that the disclosure has been carried out since the beginning of the year. “My best response to these complaints is the numbers. How do we register 700,000 Salvadorans who re-registered without making it known? Only if I communicated by telepathy with those who came to the units to carry out the procedure, ”he argues.

Despite this, Léo admitted that communication may have been short, but said that the process did not get as much publicity due to efforts directed at the novel coronavirus pandemic and other issues that needed to be addressed. “Do you think that we, from the Department of Health, and all the other professionals, like you in the press, were going to put energy into the coronavirus outbreak, a dengue outbreak or the registry? We did everything at the same time, but you are wrong about something ”, justifies the owner of the SMS, who guaranteed that the site is being strengthened to serve everyone.

The secretary also justified the constant drops in the systems of the units that carried out the registration and the unavailability of the site to carry out the procedure. According to Léo, from January to August, a period in which the Municipal Health Secretariat (SMS) registered citizens, 700 thousand were registered, while, this Friday alone, 300 thousand Salvadorans managed to register.

“Today we register almost half of the amount made since January. It is logical that this high demand has caused the problems in the systems. It is giving a bug! We have already put four servers and it is still giving a bug. The very system of the Ministry of Health did not withstand our pressure and also fell, they warned us here, “he says.

Long wait
Some of the 152 basic health units of the municipal network that were able to carry out the registry had problems in the system throughout the day. The impossibility of some units caused a stampede of interested parties and overloaded other positions such as the Dr. Clementino Fraga Municipal Health Complex, located on Centenário Avenue. Among the components of the long lines at the site was Joseli dos Santos, 31, who arrived at the unit at 8 a.m. and only managed to re-register at 2 p.m. “I’ve been here since 8:00 am. It was full all day because the system crashed several times. At one point, we were practically in line for an hour and a half. Very few people were called during this period. This made the place will fill up, as it is now, ”he declares.

Who also spent hours in the queue was retired José Siqueira, 67, who arrived at 7 in the morning and, until 3 in the afternoon, had not completed the registration. The retiree stayed in the queue longer than Joseli because the unit organized two queues: one for retirees and one for the rest. As the face-to-face search involved a significant number of older people, who claimed to have no means or were unable to complete the process online, the older people went through a longer waiting period. “This whole line is horrible! Walk very slowly. Or rather, he barely walks. It’s already eight hours here. And not just me. Look at the number of older people who are going through this situation. Until this week, I didn’t even know I had to do this, ”he justifies.

Vivaldo de Souza, 68, also retired, was upset with the situation. According to him, unsuccessful attempts to register on the Internet forced him to spend hours in line. “I really didn’t want to go through this. I didn’t want to be here because of my age and because of this pandemic. But my daughter tried to do this for me all day yesterday and it didn’t work. I am very upset because it is a great risk to be here with so many people in the same place and, as registration is mandatory, there is nowhere to run ”, he laments. Vivaldo also reported that, before going to the Av. Centenário unit, he tried to look for units closer to home´, which would be emptier in theory, and was unsuccessful there.

Repeated situation in Nazaré
Another place that suffered the overload caused by the non-operation of the units was the Ramiro Azevedo unit, located in Campo da Pólvora. At the site, the long lines were constant from 7 am to 2 pm, when the MAIL report was there. Despite not showing consistent system outages during the period available for the procedure, the unit saw long lines drawn out, assembled by people who were unsuccessful in other units.

“He’s only doing it here in Ramiro de Azevedo and Clementino Fraga. In other places, they are not being resolved. That is why I and many other people came to try their luck here, which is very crowded, but seems to be walking in an acceptable way, ”says María Santana, 60, who is unemployed and spends on public transport to get to the unit . of Nazaré. Another who had to go to Ramiro de Azevedo was Jurandir Moreira, 57, who is unemployed and had to move between the units that could not carry out the procedure. “I have already been in the Baixa dos Sapateiros and Carlos Gomes units and I have not achieved anything. I heard some people comment on what they were doing here. So I decided to venture out and how well it worked ”, celebrates Jurandir, who left home at 6 in the morning and achieved the record at 1 in the afternoon.

Despite the overload, the unit located in front of Campo da Pólvora obtained good results in the evaluation of the citizens. Many said the flow was good and the longer wait was due to the large number of people in the queues. Like Elias Xavier, 62, a retiree who waited two and a half hours. “The situation is calm, the line is going well considering the number of people who are here. It didn’t take me as long as I imagined I got here at 10 am and I’m close to entering now, at 12:30 pm. “

Why re-register
All the residents of Salvador must re-register because it is important to guarantee the Union’s resources for the municipality’s health system, which from now on wants to measure the needs of the cities from the people registered in the SUS.

Léo Prates referred to the importance of the act of registering Salvadorans, who will not suffer individual punishment if they do not do so, but can collectively harm health. “The Federal Government changed the financing of SUS. Now, the transfer of vacancies will be organized through this registry. There is no individual sanction for those who do not, but there is a collective sanction because the technical team measures that, if we do not meet the objective and the funds decrease, the next mayor may have to close one of the available units. The fewer people who register, the less money the city will receive for primary health care, ”he says.

The secretary believes that changing the ministry’s transfer criteria is a mistake and may cause problems for Brazilian cities. “I am saying that they are shaking the Titanic. I mean, it will be a problem. I understand that the old criteria, which used to be carried out based on the number of teams that formed and the volume of population, made much more sense and, consequently , it made the transfer fairer, “he says.

Period extension
To the CORREO, SMS informed that the deadline for registration is established by the Federal Government and the extension of the time for registration was also decided by the ministry and is valid throughout the national territory. It is always good to remember that Salvadorans must have their identity card or birth certificate at hand; CPF or SUS card and proof of address in the name of the user or first degree relative to obtain the registration. It is also possible for a family member to register other residents, if they present all the documentation. The registration will be validated after access to the health unit.
