The Minister of the Office of Institutional Security, Augusto Heleno, said on Tuesday (12) in a statement that it is “natural” that the President of the Republic wants a “close” person in the General Directorate of the Federal Police.
Heleno testified in the investigation whether President Jair Bolsonaro attempted to politically interfere with the PF.
In April, when he announced the resignation of the Ministry of Justice, Sergio Moro said that Bolsonaro tried to interfere by changing the FP general director, Maurício Valeixo. In a statement on Monday (11), Valeixo said Bolsonaro reported that he wanted someone with “greater affinity” in the organ.
“[Heleno disse] that the declarant [Heleno] believes that it is natural that the President of the Republic wants to choose a person close to exercise the General Directorate of the Federal Police. ”
In the statement, Heleno also stated that: “The efficient administration of Ramage at the head of Abin, communicated by the declarant to the president [Bolsonaro] on several occasions, combined with the operational history of Damage in the Federal Police, they contributed to the President of the Republic opting for the appointment of Alexandre Ramagem to the General Directorate of the Federal Police. ”
The testimony was given at the Planalto Palace. In addition to Augusto Heleno, the ministers Walter Souza Braga Netto (Casa Civil) and Luiz Eduardo Ramos (Government Secretariat) gave testimony this Tuesday.
Bolsonaro reportedly said he wanted to change the PF to prevent family members from being harmed.
When he left the government, Sergio Moro said that another attempt by Bolsonaro to interfere with the PF occurred when the president demanded access to the Federal Police intelligence reports.
In giving testimony Tuesday, Augusto Heleno said Bolsonaro “never” requested specific investigative data.
“The declarant [Heleno] clarifies that the reports desired by the President did not involve matters of the judicial police [PF] subject to secret police investigations; [Heleno também disse] that the president of the republic [Bolsonaro] never requested specific data from ongoing investigations. ”
In the testimony given this Tuesday, Augusto Heleno said that the process of changing the PF command was marked by “comings and goings”.
Heleno declared that: “He even spoke with the President of the Republic and with the former Minister Moro about the replacement of Maurício Valeixo by Alexandre Ramagem, when realizing the conversations that the process was characterized by coming and going, that is, in some At that time the information arrived that Valeixo wanted to leave to take a position abroad and that for this reason the then Minister Moro would have accepted the replacement by Ramage and, on other occasions, it seemed to the interviewee. [Heleno] that Minister Moro would not accept the replacement. ”
Bolsonaro says he did not quote the words Federal Police and Superintendent at a meeting
According to Sergio Moro, at the ministerial meeting on April 22, Bolsonaro demanded the change of command of the PF.
The recording of this meeting was sent to the Supreme Court by order of Minister Celso de Mello. The content was shown Tuesday to Moro, the Attorney General’s Office, and the PF.
When asked about the matter, Heleno said that: “In relation to the meeting of April 22, 2020, whose records were requested by the Supreme Federal Court, the declarant clarifies that on that occasion the President of the Republic generally accused all the ministers in the intelligence area, having also complained about the lack of intelligence information that was transmitted to them to support their decisions, making specific appointments about their personal safety, about Abin, about the PF and about the Ministry of Defense. ”
Earlier Tuesday, Bolsonaro spoke about the video. He said the recording should have been destroyed and that, at the meeting, he did not mention the words “Federal Police”, “superintendent” or “superintendent.”
