Unemployment insurance applications for workers with a formal contract increased 22.7% in April, despite the suspension of face-to-face assistance in the units of the National Employment System (Sine). The survey was published today (11) by the Secretary of Labor of the Ministry of Economy.
In April alone, 748,484 unemployment insurance benefits were claimed, 22.1% more than in the same month last year, when the total number of applications reached 612,909. Overall, 87% of benefits were ordered online last month, compared to just 1.7% in April 2019.
Accumulated number
Despite the high in April, unemployment insurance claims remain relatively stable in the year, totaling 2,337,081 from January to April 2020. The total represents an increase of 1.3% in relation to the accumulated in the same period of the year. 2,306,115.
The secretariat, however, estimates that the data for the year can be underestimated by up to 250,000 requests. This is because several workers without Internet access cannot apply for the benefit in Sine units, which have their face-to-face service suspended due to the covid-19 pandemic.
The estimate was prepared based on the average of unemployment insurance claims through face-to-face assistance. According to the Ministry of Economy, the portfolio is disclosing projections of orders that are no longer made to give a more honest picture of the impact of the pandemic on the labor market.
In the first four months of the year, 39.3% of unemployment insurance claims (918,688) were requested through the Internet, the gov.br portal and the application for a digital job card; 60.7% of the benefits were requested in person. In the same period last year, 98.2% of applications (2,270,285) had been requested at Sine positions and only 1.6% (35,830) had been requested via the Internet.
Although the requirements can be done 100% digitally and without waiting for the benefit to be granted, the Ministry of Economy reported that the data indicates that many workers are still waiting for the reopening of the Sine posts, administered by the states and municipalities, to give entry order. An employee who has been laid off or has quit has up to 120 days after being laid off from work to apply for unemployment insurance.
Profile
Regarding the profile of applicants for unemployment insurance in April 2020, the majority are men (57.1%). The age group with the highest number of applicants is between 30 and 39 years old (33.1%) and, regarding education, 62.4% have completed secondary school. In relation to the economic sectors, services accounted for 41.6% of the requirements, followed by commerce (27.7%), industry (19.9%) and agriculture (3.7%).
The states with the highest number of requests were São Paulo (217,247), Minas Gerais (85,990) and Rio de Janeiro (58,945) and those with the highest proportion of requests via the web were Amazonas (98.9%), Acre ( 98, 5%) and Rio de Janeiro (97.8%).
Suspension
Since the beginning of the year, official employment statistics have been suspended. 2020 data from the General Register of Employees and Unemployed (caged) is no longer disclosed due to the change in the form of data recording, which began to take place in eSocial, an electronic system for recording information on employers and employees.
In addition to entrepreneurs who were still adjusting to the computerized process, the new coronavirus pandemic has prevented companies from completing the transition to the new system. According to the Ministry of the Economy, Caged’s disclosure will resume as soon as companies can successfully submit the information.
