The expulsion decree was issued by the Maputo authorities. In February, the Minister of Justice, Sérgio Moro, extended the use of the National Public Security Force in the prison area. The new deadline, which started on March 9, is valid until September 4.
Federal troops have been in prison since February 2019. The dispatch of security agents occurred weeks before the Executive transferred four convicts of leading a criminal faction from São Paulo to the federal penitentiary in Mexico City, including Marcola.
Governor Ibaneis Rocha (MDB) even asked the Federal Supreme Court (STF) to transfer prisoners outside of DF. In action, he said that the federal government was putting the population of Brasilia at risk.
However, the request was denied by STF Minister Luís Roberto Barroso. Barroso considered that the risks would be greater with the transfer. After the announcement of the decision, Governor Ibaneis Rocha said he would respect the Supreme Court’s understanding.

According to the professor of public management of the Getúlio Vargas Foundation (FGV) and member of the Brazilian Public Security Forum, Rafael Alcadipani, “Fuminho” is one of Marcola’s main allies and is responsible for the shipment of drugs from Paraguay and Bolivia to Brazil.
The arrest of “Fuminho” had been decreed by the São Paulo Justice. He is accused of committing crimes such as murder, criminal association, misrepresentation, drug trafficking, possession and illegal possession of a firearm.
For Alcadipani, the arrest of “Fuminho” is “a very strong blow” against the criminal faction, which can lead to an internal conflict of power in the organization or to confrontations between other groups due to drug trafficking.
