The Chamber of Deputies approved on Thursday (16) the basic text of the bill that extends the emergency aid of R $ 600 paid to informal workers for three months to other social groups, including teenage mothers.
Single parents who are heads of households will receive double the aid, created as a way to compensate for the loss of income of information workers due to the coronavirus crisis.
To conclude the vote, the parliamentarians are still analyzing the most important aspects (suggestions to change the proposal). The text had already passed to the Senate, but, as the deputies made some changes, the senators will have to analyze it again.
The deputies eliminated the points criticized by the economic team, such as changes in the rules for the payment of the Continuous Payment Benefit (BPC) and the creation of a new employment aid program.
The text maintains the value and duration of emergency aid, but alleviates some requirements to qualify for aid. For example, the project does not require a maximum income limit in 2018 to benefit from the program.
Another change is the flexibility of the minimum age to allow adolescent mothers to also receive the resources.
The current rules for payment of aid already include informal workers in all categories, but the current law does not mention specific professions or activities.
The approved project has a list with examples of professionals benefited to reinforce that they will also be entitled. However, this relationship does not prevent other activities from being considered, provided the requirements are respected.
Among the list are, among others, professional and artisanal fishermen, farmers, taxi drivers, app drivers, and popcorn makers selling food. In the case of artisanal fishermen, they will be entitled to R $ 600 in the months in which they do not receive closed insurance.
According to the rapporteur of the question, the deputy Cezinha de Madureira (PSD-SP), the list is “exemplary” and does not have the “capacity to exclude workers who are not there, nor to guarantee to those listed there the receipt of aid”.
The text makes it clear that intermittent inactive professionals will also be included. The intermittent contract is a modality in which the provision of the service is not continuous, but according to the employer’s demand.

The text eliminates a requirement, originally foreseen, that the beneficiary had received, in 2018, income less than R $ 28,559.70.
For the speaker, deputy Cezinha de Madureira (PSD-SP), it is unfair to suppose that a worker who earned more than 2018 in 2018 does not need emergency aid in 2020.
“The yields obtained in 2018 may not have been repeated in 2019 and even less so in the beginning of this year 2020,” said the speaker.

The project determines that parents who are heads of household can also accumulate two benefit installments, that is, R $ 1,200.
Current law stipulates that only mothers and heads of households can earn double the amount. However, already in the Senate, gender discrimination was eliminated.
“Single-parent households, headed by women or men, without the support of a couple, whether single or even widowed, will have the same protection, corresponding to the payment of two aid payments,” said the rapporteur in the House.
The Chamber included an extract that prohibits banks from discounting the amount of aid to rebuild negative balances or pay off debts of the beneficiary.
Caixa Econômica Federal had already clarified, in the last week, that the emergency aid quotas could not be used to settle debts with the banks automatically.
The proposal authorizes the suspension of the loan installments of the Student Financing Fund (Fies) for contracts signed before the state of public calamity.
In the Senate, the suspension was valid only for students in default when the state of public calamity was declared, that is, on March 20. However, the speaker in the House removed this limitation.
The suspension applies both to those who completed the course or not, and to:
- two installments for contracts in use or grace period;
- four installments for contracts in the amortization phase.
The bill prohibits the government from reducing or ending pensions, pensions and / or the Continuous Benefit Benefit (PCB) paid to the elderly or people with serious illnesses, for the duration of a public health emergency caused by the new coronavirus. The exception is for cases of death or indications of irregularity and “potential risk of incurring undue expenses in its concession.”
The Chamber decided to leave out of the bill two points approved by the senators, which increases the per capita income that is entitled to the BPC and the creation of an Employment Assistance Program.
According to the mayor, Rodrigo Maia (DEM-RJ), the idea is to focus on what is an emergency, that is, the informal situation.
The Senate text was used as a criterion to grant the BPC the per capita family income of half the minimum wage, a section vetoed by President Jair Bolsonaro in the original bill dealing with emergency aid. Currently, per capita family income must be up to 25% of the minimum wage.
In addition, Maia argued that the content of the employment support program, as it was in the senators’ text, is already included in a provisional measure sent by the government on April 1, which authorizes companies to proportionally reduce their hours of job. and employee wages.
Previously, the economic team said it supports increasing the number of people who can receive emergency aid, but rejected the changes in the PCB and the creation of a new employment aid program.
