The confinement (total blockade) of non-essential services in the São Luís Metropolitan Region to contain the Covid-19 pandemic, a disease caused by the new coronavirus, takes effect on Tuesday (5). Essential services in operation

The commercial activities that are maintained during the confinement in Greater São Luís are:

According to the decree, in all establishments that remain open, it is mandatory to follow all the safety protocols established by the health authorities, such as: safety distance between people, use of masks by employees and customers, frequent cleaning and availability alcohol gel and / or soap and water for employees and customers.

Traffic and transport on the island of São Luís

Until May 31, 2020, face-to-face classes in the teaching units of the state education network are suspended; the Maranhão State Institute of Education, Science and Technology (Iema); the Maranhão State University (UEMA); State University of the Tocantina Region of Maranhão (UEMASUL); in educational institutions of municipal networks; and in private schools and higher education institutions in Maranhão.

How to demonstrate the essential activity of the service?

According to the decree, it is the obligation of employers and state entities and public entities to make an Essential Service Declaration for each worker who performs an essential service.

Warnings and expected fines

By decree No. 35.7849 issued by Governor Flávio Dino this Sunday (3), the Maranhão government declares that whoever does not comply with the rules of the confinement You may experience a warning, pay a fine, and even have a partial or complete ban on the establishment, in the case of businesses.

With regard to fines, the decree mentions Law No. 6,437 of August 20, 1977, which establishes the punishment for health violations. However, the document does not specify which types of infractions are considered minor, serious or very serious.

According to the decree, each fine can be applied twice in case of recurrence. However, the law also establishes that the application of the fine, the authority will take into account the financial capacity of the offender.

The decree indicates that citizens and companies must fulfill a series of obligations in relation to the opening of commerce and other services, the movement of people and vehicles, public transportation, transit on state highways, among other issues.

Responsibility of the municipalities of the island of São Luís

Through the closing decree, it corresponds to the municipalities of the São Luís Metropolitan Region (São Luís, São José de Ribamar, Paço do Lumiar and Raposa) to further establish:

  • rules to reduce the circulation of people, hygiene and social distance at fairs and markets;

Actions taken by the São Luís City Council

Coronavirus in Maranhão
