The measure was determined by the Justice, based on the action of the Maranhão Public Ministry, after a survey found a high rate of growth of coronavirus in the state. Governor Flávio Dino reported that the measure will continue. According to the decision, all activities that are not essential for the maintenance of life and health will be suspended, with the exception of food services, pharmacies, ports and industries that work 24-hour shifts.

- The use of a mask is still mandatory.
The determination is made by Judge Douglas de Melo Martins, of the Tribunal of Diffuse and Collective Interests of the District of São Luís. In an interview with G1Douglas said he made the decision because “people are playing and others are dying” for lack of responsibility.
Minutes after the decision, Governor Flávio Dino (PCdoB) declared that he will comply with the determination of the Justice and that the essential activities will be maintained.
High incidence of cases
The judge based his decision on data from FioCruz, which stated that Maranhão is the state of the federation that has the highest growth rate in the number of deaths from COVID-19 in Brazil. Douglas Martins also recalls that private hospitals already report that the maximum capacity of their beds for COVID-19 patients has been reached.
Finally, the judge also says that the adoption of the total blockade is necessary because “it is the only possible measure” and effective in the scenario to contain the proliferation of the disease and allow the public and private health system to reorganize, in order to that appropriate treatment can be assigned to patients.
“Otherwise, as seen in other parts of the world, we will live a period of barbarism,” completes the judge.
The Public Ministry action was signed by four promoters of Health Defense from the municipalities of São Luís, São José de Ribamar, Raposa and Paço do Lumiar. In the document, prosecutors called for the measure to be applied as soon as possible, to prevent the spread of the disease and further deaths.
The document took into account that on Tuesday (28), the 112 beds in the Intensive Care Unit (ICU) of the state network exclusively for patients with Covid-19 were occupied. In addition, a letter was sent to the government of the Union of Hospitals and the São Domingos Hospital, of the private network, which claimed to be working with the maximum capacity of patients for the disease.
Even with the prospect of expanding and creating a field hospital in 45 days in São Luís, the agency stated that the measure should be applied urgently, due to the high probability of spreading the disease.
According to the bulletin of the Secretary of State for Health (SES) published on Wednesday (29), the four municipalities together have 2,728 cases of the new coronavirus and 166 deaths from Covid-19.

The Court’s decision appears against the actions of the state government that, on Wednesday (29), had denied a false news that there would be a closure. In a note, the government had said there was still no decision on the matter and that “if there is a decision and when there is,” it would be published only on official channels.
Flávio Dino also said that it is necessary to have a “collective feeling” that the contagion rate is greater than the capacity of hospitals. He also claimed that there was a trend to tighten restrictive measures just for next week.
