2020 Elections: Parties Complain About Proportional Funding Between Black And White Candidates | Elections 2020

The leaders met with Minister Luís Roberto Barroso, president of the Superior Electoral Tribunal (TSE), to discuss the municipal elections.

The proportional distribution was approved by the TSE in August and should only apply as of the 2022 elections. On the 10th, however, Minister Ricardo Lewandowski, of the STF, determined that the rule be applied in the municipal elections of this year .

During this Wednesday’s meeting, Barroso questioned “what ails” the parties. Progressive President Senator Ciro Nogueira later responded:

“The question of the quota for blacks, because today it does not exist. Today, there are parties that have 10% and there are other parties with more than 67%. How to put this into practice? […] We absolutely do not want to fail to comply with the determination of the TSE, but we are concerned about how to put this into practice. This varies greatly from state to state. It’s such a situation about the elections, a dramatic situation of how to put this into practice. ”

After the meeting, the president of the PSB, Carlos Siqueira, expressed himself in favor of the distribution, but that, in his opinion, the decision on the matter should be taken by the National Congress.

“The merit of the issue of blacks is not under discussion from our point of view. We believe that there is a regrettable tradition in Brazil due to the old organic law of parties. There is the principle of annuity. I agree with the quota, but who? Two Chambers of the National Congress are competent for this. We must appeal to common sense, “he declared.

The president of National Citizenship, former deputy Roberto Freire, said that Minister Lewandowski’s decision generated “insecurity.”

“What would be important? A great appeal that could be made was the TSE, through its president, where appropriate [Barroso], take to the STF the urgency of a decision, so that we have, if it is decided to apply immediately, at least how to forward it ”, he declared.

During the meeting, Luís Roberto Barroso affirmed that there is “structural racism” and that there are “historical slavery debts”.

“I think we have historical debts of slavery, structural racism and, thinking pragmatically, we need blacks in important positions to be symbols of motivation,” said the president of the TSE.

“The idol of the young black man cannot be the drug trafficker, he must be a senator of the Republic, a federal deputy, a minister of the STF,” he added.

The president of the TSE recognized the lack of clear regulations on the subject and said that he intends to open a channel for dialogue with Minister Ricardo Lewandowski. The idea is to build a clearer guidance for the parties on the calculations.

The STF must judge, in the virtual plenary session, between Friday and October 2, the precautionary measure granted by Lewandowiski.

For the president of the PSD, Gilberto Kassab, the difficulty of the parties is that there is no time to return to discuss the formation of the slates.

“I join all those who understand that Brazil hit women right, it was difficult at first, but today the results are showing. I am sure that will happen with blacks. But in this election we will have some inconsistencies, if the resolution We will having candidacies that are not going to be compatible with the volume of resources, because the parties did not have that concern when putting together the councilor’s plate. The resolution is very successful, it does not impose a quota. The problem is applicability now, “he declared.

Later, the president of the Republicans, deputy Marcos Pereira, said that what “distresses” the parties “is the issue of the racial quota.”

“The TSE was right, we agreed, because we have a historical debt, yes, with this population, this portion of Brazilian society, but also, I think, it was right when applying this in 2022. I know Minister Ricardo Lewandowski, I have an institutional relationship since he was a judge in the state of São Paulo, but bringing this issue to 2020, for this election, with all the difficulty of making a blackboard … “, said Pereira.
