- have an active formal employment relationship acquired after receiving emergency help
- receive social security benefits or assistance or benefits from unemployment insurance or federal income transfer program
- have a monthly per capita household income greater than half the minimum wage and a total monthly household income greater than 3 minimum wages
- you are a resident abroad;
- has received, in 2019, taxable income higher than R $ 28,559.70
- had, as of December 31, 2019, possession or ownership of goods or rights, including vacant land, with a total value greater than R $ 300 thousand
- has received, in 2019, income exempt, not taxable or taxed exclusively at source, the sum of which has been greater than R $ 40 thousand
- has been included, in 2019, as a dependent of an income tax filer
- be cooped up
- is under 18 years of age, except in the case of teenage mothers
- has a death certificate in federal government databases
