The DoT guidelines, released on November 20, say: “After the introduction of the new system, if you want to make a call from a landline to a mobile phone, you must dial ‘zero’ at the beginning.” The notice also states that the rules in this regard must be communicated to all landline customers. DoT has also instructed mobile service providers to arrange so that if a customer does not add a leading zero to the number when calling a mobile phone number from a landline, the message is heard on their phone automatically. The guidelines state that telecommunications companies will have until January 1, 2021 to introduce the new system.
