The mayors-councilors of city corporations must be elected three months in advance, not six months after their term expires. At the same time, the license for mayors and councilors is reduced from three months to one month. With such provision, the Cabinet has approved in principle the draft Local Government (Municipal Corporation) (Amendment) Law of 2020.
The approval came at a virtual cabinet meeting chaired by Prime Minister Sheikh Hasina on Monday (September 14). The Prime Minister of Ganobhaban and interested ministers from the Cabinet Division of the Secretariat joined the meeting.
At a press conference in the Secretariat after the meeting, Cabinet Secretary Khandaker Anwarul Islam reported on the passage of the law.
The last two elected mayors of Dhaka South and North City Corporation had to wait a long time to take office. Because even then the mandate of the mayor and previous councilors did not end.
Cabinet Secretary Khandaker Anwarul Islam said: “It has been seen that actually (according to the City Corporation Law) there are some difficulties to work. Now the rule is that (before expiration) it must be selected within six months (180 days). On the other hand, they (mayors and councilors) will have five years from the day they meet. It has been seen that if the elections are held four or five months ago, even if they swear, they will not be able to take responsibility for this contradiction. They have to wait a long time.
“The election is over, they have to wait even after taking the oath,” he said. That is why it has been brought with a small change. Elections must be completed within three months (before expiration). Responsibility will be delivered within 15 business days after taking the oath.
Khandaker Anwarul Islam said: “Yes, the offices of mayors and councilors will be abolished even after the new system comes into effect.” Yes, they will be abolished. Because now we don’t have to wait 180 days. It has a variation of 15 or 10 days (less than expiration). Before, I had to sit for three or three and a half months. ‘
“The new law says that whatever the law says about the term, the new council will hold its first meeting within 15 business days from the date of its oath, and the previous council will dissolve as of that day” .
The cabinet secretary said: “Those (mayors and councilors) of the city corporations had three months off a year. Today, the cabinet said, they are representatives of the people but their executive function is day to day (daily activities as an executive). So the annual license was granted for one month.
