Tens of thousands of Bucharest residents shook for days in the apartments due to a breakdown. The most affected were sectors 2 and 3, but in other areas it is not going well either. Mayor Nicusor Dan gave extensive explanations on Friday
“A CET Sud pump broke Friday night to Saturday,” explained Mayor General Nicusor Dan. He said the pump was from the 1960s and could not be upgraded because ELCEN could not accept European money because it was insolvent.
The pump has been repaired, said Nicusor Dan, but there is a system inertia. Normalization will be reached early next week, the mayor said.
ELCEN will emerge from insolvency from the beginning of January with the help of the government, said Mayor Nicusor Dan. From the Government reserve fund, the Bucharest City Council will receive 20 million lei.
“You cannot replace a hundred meters of pipe, because you leave several blocks, a week or two, without hot water, which is not possible in winter. In summer it is possible, people understand that there is work to do, but the winter is not possible, ”said Nicusor Dan, at Victoria Palace.
According to the mayor, this winter there would be hundreds of damages to the district’s heating network, on the order of 10-20 per day.
“In one year – official data – we had 1,700 breakdowns – in 2019. Now, this added water indicator tells us that we are 50% worse than in 2019. So this winter we will again have hundreds of damages, in the order of 10 – 15 – 20 per day. The problem is that, with more teams, we are going to intervene to damage faster. We intervene preventively. This is the step forward we have taken, “said Nicusor Dan.
What the Minister of Energy says about the situation in the Capital
Electrocentrale Bucureşti (Elcen) will rent modular thermal energy production capacities, which it will install in various areas of the Capital, in order to compensate for the huge losses in the district heating network, Virgil Popescu said at a briefing at the Palace on Friday . Victory.
He stressed that the people of Bucharest should know that all problems related to the lack of hot water and heating originate from the primary network. “Four years ago, the losses were 800 tons per hour. Today they are 2,500 tons per hour, there is the lack of investment, the indifference, there is the network. Efforts must be made to keep the system up and running this winter. and balance, “said the minister.
According to him, last weekend there was a breakdown in CET Sud, due to these large losses. Specifically, a pump was overloaded, a short circuit occurred, and the 6 kV substation was shut down.
The pump has been repaired and put back in two days and is charging to full capacity, the water is at 75 degrees and it is possible that by Monday everything will return to normal in CET Sur.
He stated that, in parallel, the project of a new power plant on the site of the former CET Titan should be started, to balance the Bucharest system.
