After stuttering and contradictory statements in the midst of a pandemic, the capital’s prefect was replaced by former police commissioner Traian Berbeceanu.

Former head of the White Crime Brigade, Berbeceanu became known for his investigations against thugs in the west of the country, but especially after he was detained and investigated by DIICOT, which later claimed to have supported a criminal group.

But Berbeceanu was acquitted when judges ruled that he was the victim of a textbook staging.

Former police commissioner Traian Berbeceanu, who became head of the Office for the Fight Against Crime in Alba, has constructed an image of a fighter with thugs from the west of the country.

His spectacular investigations were widely reported in the press after he beheaded dangerous organized crime networks.

In 2007 he was declared Police of the Year. Famous files are linked to his name, such as that of the Dacian bracelets or the “Spuma şi Bibanul” mafia clan that rocked Deva in the 2000s. Those arrested at the time included even the Deva police chief.

Berbeceanu also has the “Hydra” case active, with more than 200 people investigated in billions of lei in the scrap metal business.

He also caught several dangerous drug dealers.

In early 2013, however, he was accused of supporting certain criminal networks. Traian Berbeceanu denied the allegations. But he was arrested and tried.

Archive organized by DIICOT

Then, the case of the former head of the Organized Crime Squad Alba took a spectacular turn in Hollywood cinema.

The DNA prosecutors discovered that DIICOT Alba’s chief prosecutor, a police officer, and a former prosecutor staged the whole thing, out of revenge.

They brought a criminal case against Berbeceanu with false testimony and obtained his arrest. Since then, all three have been convicted.

Traian Berbeceanu was released and retired in 2018. He had time to write a book and post on Facebook. Among other things, he described the dire conditions in the prison.

“Next to the metal door was a red plastic bucket with a lid … They told me it was the ‘toilet’. The iron beds were equipped with dirty, completely worn and smelly mattresses.”

His book, “X-ray of a judicial filth”, became a bestseller. Released in various cities, it was purchased in tens of thousands of copies.

But the author did not retire for long. At the end of last year, the former commissioner was appointed chief of staff at the Ministry of the Interior and has now become prefect of Bucharest.

This is after former prefect Gheorghe Cojanu, who is also chairman of the Committee for Emergency Situations, was confused in statements about the health situation in the middle of the pandemic.

The one who sowed fear in the underworld of the west of the country had emotions in the event organized with pomp on a lawn near the headquarters of the Bucharest Prefecture. So is Minister Marcel Vela.

Marcel Vela, Minister of the Interior: “Dear employees of the Bacău prefecture … Bucharest. Dear guests. To all the citizens of Bucharest, I am very sure it will be good“.

Traian Berbeceanu, the prefect of the Capital: “To effectively solve all the problems that … will cause us and will have us … they will await a solution from us. Thank you from the bottom of my heart, I’m excited and …”.

At the press conference, the journalists wanted to know what he recommends to Traian Berbeceanu in office and if he gave up his pension.

Traian Berbeceanu: “I did not give up the pension, I got it legally. I am qualified by the fact that I am a responsible person and that I have sufficient management experience.“.

What are the duties of the prefect

His appointment comes at an extremely difficult time for Bucharest. In addition to the pandemic that he has to handle with great care, the Minister of Labor and the elected mayor of the Capital asked him to solve the problems with crime, but also with the illegalities committed by certain state institutions.

Nicușor Dan: “It is a problem in one of the institutions that you have under your command, I only mean the Bucharest Environmental Protection Agency”.

Violeta Alexandru, Minister of Labor: “Groups from the underworld and other similar groups that came to make the law in Bucharest.”.

The prefects are the representatives of the Government in the territory and have important powers. In addition to the position of president of the Municipal Committee for Emergency Situations, the prefect also has a constitutional role of leading the DSP, ITP, Consumer Protection or pension funds.

It also verifies the legality of the documents drawn up by the municipalities, ensures respect for government decisions and must prevent crime.
