  • Participation of the president of ANCOM: Control of the authority that regulates the communications market of 3,500 million euros and that will organize the next 5G auction

The commitment to assume the leadership of the Communications Regulatory Authority (ANCOM) is the control of this authority that regulates the electronic communications market of 3,500 million euros and that will also organize the next 5G auction.

ANCOM is currently led by a President and 2 Vice-Presidents, appointed by Parliament, for 6-year terms each. They are not allowed to be members of the party, according to the current ANCOM operating law.

According to the ANCOM operating law, the president and vice presidents of ANCOM must meet the following conditions:

  • a) be Romanian citizens with an experience of at least 5 years in the field of communications or in the legal or economic field in general;
  • b) not to exercise other public or private functions, except educational ones;
  • c) have no mention in the criminal record;
  • d) Not to own shares or social shares, directly or indirectly, in commercial companies with activities in the field of electronic communications and postal services or with other activities in the regulatory field of ANCOM and not be part of the management bodies of said companies . ;
  • e) Not be a member of any political party during the exercise of the mandate.

Sorin Grindeanu’s return to the PSD reopened the political battle for control of the Communications Regulatory Authority (ANCOM). Sorin Grindeanu became incompatible after returning to politics, being elected first vice president of the PSD. The current operating law of ANCOM prohibits him from being a member of the party and president of the authority, but he had a period of 3 months to leave the state of incompatibility in which he was.

Sorin Grindeanu came to head ANCOM in November 2017, after being excluded from the PSD following a conflict with Liviu Dragnea, and would have had more more than 2 and a half years in office to the leadership of this authority.

Vlad Stoica was appointed on Tuesday, October 13, President of ANCOM precisely for this remaining term of Sorin Grindeanu.

Beyond the power of the position of president of ANCOM, salary income should not be neglected either. With 705 employees, the average monthly net income of this institution, including various bonuses, reached almost 10,000 lei last year. Grindeanu had a net income of more than 528,000 lei last year, the equivalent of more than 44,000 lei per month.

Sorin Grindeanu’s return to PSD reopened the struggle for political control of ANCOM

In the context of the return to PSD of Sorin Grindeanu, current president of ANCOM, but also in full scandal over the possible exclusion of Huawei Chinese from 5G networks, Parliament adopted a law, which was based on an initiative of the PSD deputy, Florin Iordache, which radically changes the way of leading this authority, giving the possibility for 4 party members to enter the leadership of this institution that according to the regulations community be politically independent.

  • It should be noted that the law was approved urgently by Parliament and with the support of the NLP. President Klaus Iohannis recently challenged the law in the Constitutional Court.

The possibility that four of the seven members of the Regulatory Committee of ANCOM, the authority that regulates the 3.5 billion euro electronic communications sector, are at the same time members of a political party contradicts Romania’s obligations as a member of The Union. European is shown in the notification of unconstitutionality made this Wednesday by President Iohannis on the law that would change the way in which this authority is governed.
