In March 2019, CNAIR auctioned this almost 10 km sector, valued at 2 billion lei and which will be designed in 16 months and built in 44 months. A 1.35 km tunnel will be built on the route under the Momâia hill.
So far, CNAIR has not announced the winner. It seems the best offer is from the Chinese from China Railway. The highway company has requested a series of additional clarifications in recent months, requests rejected by the CNSC.
Therefore, CNAIR must announce the winner of this tender in order to consume the potential resources and initiate this batch of special importance, ”the association reported.
CNAIR announced that at the end of August the companies that submitted offers for the award procedure of the contract “Design and execution of the Sibiu – Piteşti highway, Section 4: Tigveni – Curtea de Argeş”, project 2 billion lei without VAT in the competing bidders.

The estimated value of the contract is 2,000,162,437 lei without VAT.
The duration of the contract is 60 months, of which 16 months are the design period and 44 months are the execution period.
“As of this date, the evaluation process begins, the Evaluation Commission will analyze the offers in accordance with the provisions of the Awarding Documentation and with current legislation on public procurement,” CNAIR specified.
Likewise, the guarantee period for the works is five years, which may be increased by bidders to a maximum of ten years.
The length of section 4, Tigveni – Curtea de Argeş, is 9.86 km, of which 1.35 km correspond to the Momâia tunnel.
Short story
The association also makes a brief history of this section. More specifically, in 2008 “a breach feasibility study is completed, put in the drawer and followed in 2012 by the competition for review, which is canceled in 2013.”
Also in 2013, European experts (JASPERS / Halcrow) analyzed the 2008 documentation and concluded that, among other things, much more detailed geotechnical investigations were needed to thoroughly X-ray the difficult areas that the motorway will pass through.
In 2014, the tender for the review of the feasibility study was launched for the second time, the contract was signed in 2015, but it was resolved in 2017 without the designer delivering the geotechnical studies of Critical Sections 2 and 3.
On March 15, 2019, CNAIR launched the tender for these geotechnical drilling, but it was canceled on Wednesday due to lack of bidders.
“Since March we have been explaining to you that the amount estimated by CNAIR (less than one million euros) does not even cover 10% of the correct price, according to the European and Romanian experts consulted. We are talking about 70 km of mountain road, with geological faults, landslides and extremely difficult access. For any specialist it was more than obvious that a responsible bidder would not have participated in such conditions ”, draws the attention of Pro Infrastructure, which assures that“ 10 years of flagrant incompetence, empty promises and flight from responsibilities are being completed ”.
The association demands the resignation of the Director General of CNAIR Narcis Neaga and the Minister of Transport Răzvan Cuc and the appointment in their place of some people capable of executing the large road infrastructure projects.
