The more than 1,000 kilometers of roads and expressways planned in the government program to be completed in the period 2021-2024 also include ongoing projects and will not be completed for four years, the new Transport Minister Cătălin said on Thursday. The 1,000 kilometers, to clarify this, of the government program include projects that are in process, projects that have signed contracts but are in the design phase, projects that are in tender and have not yet signed a contract, and projects that will be signed and contracted. . 1,000 kilometers will not be completed by 2024. He said that the experience of infrastructure projects that have been implemented so far shows that it is very important to have managers and specialists who are capable of carrying out these projects.
“Now we know that those who are being executed usually have causes that delay them. For example, the batch that will open this year, Sebeş-Turda batch 2, started in 2013. We do not go into detail why it lasted 8 years instead of 18 months. It’s not my fault or Minister Bode’s, if you look back 6 years. But beyond that, which is this road mile sport where I’m at least on the other side of looking tired, it’s important to have managers and people who lead these projects, who think of everyone. the stages, of expropriation, of relocation of public services, of having well-developed technical projects or if it was a weaker project at the beginning that I bid (…), to do something in this country that would take too long, to have the flexibility in march, accept that our project is not perfect and accept the changes that are coming. Putting these things together, working with authorities who are often in the environment or elsewhere late with some opinions, so that we can get them done on time. What the government program provides
In the Government Program, in the Transportation chapter, the Government of Cîțu divided the plans into two different subchapters: “Continuation of ongoing projects and their completion”, on the one hand, and ‘Initiate new investment projects through the highway and road construction program expressly based on mature and well-founded documentation “, on the other hand.
Only the roads in the sub-chapter “Starting new projects” they exceed 1,000 kilometers in length.
Added to these are hundreds of kilometers of roads already under construction and hundreds of other kilometers of expressways and local detours.
Conditions for compliance with the program
Three conditions are essential for the implementation of the government program on the transport side, added the minister, namely: financing, administrative capacity and strategic priorities.
“Hopefully, that’s why I’m going to fight, I can’t guarantee it now, but in the government program we have a 10-year vision and we have a declaration of intentions in the projects, because I said that there are three things that are essential to be able to achieve this program, this leap in the development of infrastructure in Romania: the money – if it weren’t for the money, the bills cannot be paid and we cannot pay and this is, I hope, at the moment, secure with PNRR, with European funds Second, administrative capacity. It is useless to sign 30 contracts if I do not have the team that can carry them out, and here we will focus a lot on the next period, it is objective No. 1 for me. And third, the strategic priorities, the plan we have. It has changed many times. Fortunately, in recent years, the transport ministers have understood, and I understand the same, that they should not change priorities or change the road here or there, and in the government program included in exactly these priorities: Carpathian crossings, the roads of Moldova, which for me is a very important project and I am glad that a sector of the A7 motorway has been opened, the one that presents the Bacău Bypass Bypass, but we have to do it all from south to north; Transilvania Highway, Bucharest Belts, Highway A0 ”, also showed Cătălin Drulă.
The new head of Transportation stressed that he wants a balanced development of the entire country in terms of infrastructure and, often, small projects have a very large impact.
“I believe in a balanced development in all areas of the country and with projects that are sometimes smaller, but have a great impact and I give you an example in Dobrogea, on the continuation of the A4 towards the south, that variant of diverting the coast, we don’t have those queues, an idea of 5 years and many, many more. I really want to talk about them, I really want to detail them all, but, I repeat, beyond the declarations of intent, the declarations of a political executive, as I am this year, I want to form the teams that even deliver them. That would ensure the difference between success or not, and here I will focus on the next period, ”said Drula.
