According to the Council, when broadcasting statements by Diana Sosoaca, member of AUR, and former television director Madalin Ionescu on the COVID pandemic, on the programs “Romania de poveste” and “Romania Exclusiv”, broadcast on November 21, Romania TV did not respect the provisions of art. 9 on. a), c) and e) of the CNA Decision on the regulation of the audiovisual campaign for the election of Senate and Chamber of Deputies.

According to the aforementioned provisions, “The producers and moderators of the electoral programs and debates have the following obligations: a) to be impartial; c) ask questions clearly, without biases or biases e) intervene when, through conduct or expressions, the guests violate the provisions of art. 8 paragraphs (1) and (2).

The CNA specifies in a statement sent to AGERPRES that Romania TV also violated the provisions of art. 65 par. (5) and (6) of Law no. 208/2015, with subsequent modifications and completions; If the guests do not comply with the requests, the moderator may decide to interrupt their microphones or stop the transmission, as the case may be. “

The fine was proposed by Dorina Rusu, a member of the CNA, who filed a complaint with the Council.

Dorina Rusu also referred to the statements of Madalin Ionescu.

Between 20 and 26 November they were broadcast programs for the electoral campaign 18 television stations and 7 radio stations with national coverage.

Taking note of violations of the provisions of Decision NAC No. 603 of 10.21.2020 on the basis of the audiovisual campaign for the election of the Senate and the Chamber of Deputies in 2020, the members of the Council also applied the following sanctions: public summons to Antena 3 for violation of the provisions of art. 9 on. a) and B1 TV for breach of the same provisions and the provisions of art. 8 par. (4).

At the same meeting, the Council analyzed the reports prepared by the Control Directorate on the way in which local and regional stations reflected the second week of the electoral campaign. Between November 13 and 19, 268 regional and local stations (130 TV stations and 138 radio stations broadcast electoral campaign programs. Due to non-compliance with electoral campaign legislation, the CNA requested a public call to the following stations: Arges TV (Pitesti, Arges) and Erdely TV (Tg. Mures), Balada TV (Bistrita, Bistrita Nasaud) and Unirea FM (Alba Iulia), Clever Media Network SRL / Looksport + / Looksport + HD from Cluj-Napoca.
