The Chamber of Deputies has adopted, as a decision-making body, a project that provides for the free transfer to the Romanian Chamber of Commerce and Industry of some privately owned state lands. The stake is the 46 hectares in the area of ​​the Romexpo Exhibition Complex, where the private investor Iulius Group will build the largest real estate complex in Romania.

The bill, initiated by MPs and PSD parliamentarians, modifies the Romanian Chamber of Commerce Law in the sense indicated above.

According to the law voted on Wednesday, September 3, the Romanian Chamber of Commerce and Industry has, for a period of 49 years, until 2053, the right of free use of the land corresponding to the Romexpo Exhibition Complex. On the land in question, the Iulius Group company, controlled by businessman Iulian Dascalu, is going to build a gigantic real estate complex.

There were 178 votes “in favor”, 45 “against” and 13 abstentions, with the majority provided by PNL, PSD and PMP. The USR and UDMR representatives voted against and announced that they intend to attack this project in the Constitutional Court, if they manage to gather the necessary number of signatures.

According to the articles approved by the Chamber of Deputies, “the privately owned state lands transferred for free use by the Romanian Chamber of Commerce and Industry until the date of entry into force of this law, which are not claimed, will be transferred free of charge to the Romanian Chamber of Commerce and Industry, in order to exclusively carry out the specific activity on a continuous basis ”.

The USR deputy, Catalin Drula, affirms that it is “a real estate cannon between parties.”

PMP initiated the law, PNL put it on the agenda and PSD supports it. It is about the looting of the Romanian state for a land of 46 ha in the best area of ​​the Capital, an estimated value of a few hundred million euros, about 400 million euros, which is unconstitutionally and illegally transferred to private property of the property state. Instead of this land being put up for public auction, as the law says and getting the best price, from the hand of Parliament, with the support of the parties, a real estate cannon is being prepared, looting the state. (…) We support an attack on CCR and if we find the number of signatures, we will make this attack on CCR trying to protect the property of the Romanian state, “said Drula.

The UDMR also invoked a referral to the Constitutional Court.

In response, the leader of the liberal deputies, Florin Román, said that he will always support, as a liberal, private investment.

“I understand that it is an electoral campaign, I understand that some try to position themselves using very strong phrases, but I tell them that in the case of this project the discussion is very simple: those who have those pavilions, those assets can also acquire the land under those pavilions. The NLP deputy Sorin Ion Bumb affirms that, in this area, the Chamber of Commerce has the right to only make exhibition spaces.

In autumn 2017, a company of the Iulius Group, controlled by Iulian Dascalu de Iasi, developer of several shopping centers in Iasi, Timisoara, Cluj-Napoca and Suceava, signed an agreement with CCIR and Romexpo whereby it undertook to develop a project real estate in the center of Bucharest. The estimated value of the investment is 2,870 million euros.

There, 14 towers will be built, with a height of up to 42 floors, houses and a shopping center, in a total area of ​​33 hectares. The tallest building is designed to measure 184 meters. There would be 12,000 parking spaces, museums, multifunctional rooms, more green spaces.
