A new category of Romanian employees could benefit from the tax exemption, a new bill provides. If passed, this bill runs the risk of deepening the gap between certain categories of employees and the rest of the platoon.

Minimum salary for economy: 3,000 lei

The project also proposes that the minimum wage in the economy be 3,000 lei. The legislative proposal was initiated by PSD deputy Lucian Eduard Simion, supported by other PSD members and some minority representatives. Thus, until December 31, 2028, the measure would apply to employees in the shipbuilding sector.

More precisely, it concerns the reduction of 3.75% of the social security contribution (from 25% to 21.75%) and the exemption from the payment of social security contributions (for an amount of 10 % of current gross salary), as well as the payment of income tax (in participation of 10%), according to Antena 3. The project authors show that the shipbuilding sector is particularly important for the Romanian economy, accounting for about 0.4% of GDP in 2017.

In this context, the shipbuilding sector has faced difficulties in providing skilled labor and unfair competition. However, the initiators also show, the Emergency Ordinance no. 114/2018, which increased the basic gross minimum wage per country guaranteed in payment in the construction sector, did not include the shipbuilding and floating structures sector, provided for in CANE code 3011.

Sectoral minimum wage of 3,000 lei

These facilities are accompanied by an increase in the gross minimum wage in this sector to 3,000 lei. According to the project, the measure should be applied as of January 1, 2021. Although the legislative proposal is not accompanied by a financial statement establishing its impact on the general consolidated budget, the attached explanatory memorandum indicates that it would be insignificant. .

However, the statement is vehemently contradicted by the representatives of the Fiscal Council, according to which the measure will have a significant budgetary impact.

According to the Fiscal Council’s calculations, these values ​​are compatible with a budgetary impact of the reduction in budget revenue calculated in 2018 of around 400 million lei. Taking into account the 2019-2021 salary increase (carried out and foreseen) by the National Commission for Strategy and Forecasting of around 26.5%, the budget impact of the proposal in 2021 would be around 500 million lei, an amount which, in the opinion of the Fiscal Council, cannot be considered insignificant ”, shows a document from the institution.
