Today, the nocturnal quarantine will be applied from 8:00 p.m., compared to 10:00 p.m., and from 6:00 p.m. shops and all “commercial activities / services in closed and / or open, public and / or private spaces” will be closed, in localities where the infection rate is higher than 4. The new restrictions were decided by the Romanian authorities on March 25, in the context of the third wave of the COVID-19 pandemic, and were applied on Sunday, March 28.
In localities where the incidence of COVID-19 cases per thousand inhabitants exceeds 7.5, these measures are already applied, because they target every day of the week.
What are the restrictions:
- In all localities where the cumulative incidence at 14 days is greater than 4 and less than or equal to 7.5 / 1,000 inhabitants, the movement of people outside the home / home is prohibited on Fridays, Saturdays and Sundays between 8:00 p.m. and 5:00 a.m. with the following exceptions:
- a) travel for professional interest, including between home / home and place / places of professional activity and vice versa;
- b) travel for medical assistance that cannot be postponed or carried out remotely, as well as for the purchase of medicines;
- c) travel outside the localities of people who are in transit or make trips whose time interval overlaps with the closed period, such as those made by plane, train, coach or other means of passenger transport, and that can be credited by ticket or any other way to pay for the trip;
- d) traveling for justified reasons, such as caring for / accompanying the child, assisting the elderly, sick or disabled or the death of a family member;
- The obligation is established for economic operators that carry out commercial / service activities in closed and / or open, public and / or private spaces to organize and carry out their activity on Fridays, Saturdays and Sundays between 5:00 a.m. and 6:00 p.m., in all localities where the cumulative incidence at 14 days is greater than 4 and less than or equal to 7.5 / 1,000 inhabitants.
- Exceptionally, pharmaceutical establishments, gas stations, economic operators with home delivery activity, as well as economic operators in the field of road transport of people who use motor vehicles with a capacity greater than 9 seats, including the driver’s seat, and Those in the field of transport, the road transport of goods that use vehicles with a maximum authorized mass greater than 2.4 tons, can carry out their activity under normal working conditions, complying with the health protection regulations.

Exceptions announced by the Capital Prefecture:
- 1. Medical offices, including dental offices, are not affected by the reduction in the economic operator program.
- 2. Victims of domestic violence may travel to police stations or reception centers, as well as to any person who is forced to leave the home to protect their life or physical integrity with which they care.
- 3. For vaccination, travel is allowed.
- 4. The removal of pets in front of the house is allowed, as long as the person does not move to any other place and presents proof that they live in the building in front of which they are located.
