Currently, the SAI has both a central apparatus and regional and county inspectorates. An analysis of the inspection activity revealed, according to the minister, an obvious overlap of responsibilities at the central, regional and county levels.
”19 powers of regional chief inspectors are also found in the powers of county chief inspectors, and 29 powers of inspectors of regional chiefs of services are also found at the county level of the same posts. At the same time, the records of these levels serve the same purpose. The entire structure shows duplication of tasks and cost inefficiency. For these reasons, an institutional reform is necessary in terms of the elimination of the intermediate level, and the preservation, in addition to the central body, of the level closest to the citizen, the county level ”, Cseke Attila highlights.
The SAI is a body through which the State exercises control over the quality of construction works. The analysis showed that the SAI had, at the end of 2020, a total of 397 inspectors, of which only 14 at the regional level. Therefore, control activity was largely carried out at the county level. At the same time, the Southeast Regional Construction Inspection, which has the authority to control land use planning, urban planning and construction authorization, does not have an inspector, the control powers of this region are exclusively attended by the district inspectors. – warned the minister.
The State Construction Inspectorate has, nationwide, 1016 positions, of which 770 are currently occupied. 160 of these positions are at the intermediate level, of which 124 are occupied. The regional level of the SAI spent 21.3 million lei in 2020 on salaries, central offices, cars and fuel, invoice costs and other expenses.
“In addition to the obvious overlap of tasks to be carried out, the SAI shows a clear inefficiency in the organization, institutional blockages in both hierarchical directions determined by the organization and incorrect functioning”, says the minister. He highlighted: all the other units dependent on the ministry have at most two levels of organization of the structure.
“Next week we will present to public debate the draft normative act on the efficiency of SAIs by abolishing the regional structure, respecting the legal provisions established by the Administrative Code,” said the minister.
As is known, the State Inspection of Constructions was established by the Government Ordinance 63/2001, and by the Government Emergency Ordinance 26 of 2013 the regional level of the structure of this unit was organized.
