The communes of Alba-Iulia, Blaj, Sebeş, Cugir, Abrud and Ciugud will be in quarantine from Tuesday at 12.00 pm – Coronavirus

The Alba Emergency Situations Committee made the decision this Sunday to request the National Center for Intervention Coordination and Management to issue the order of the commander of the quarantine action, for a period of 14 days, from five cities – Alba- Iulia, Blaj, Sebeş, Cugir, Comuna de Abrud and Ciugud in the region, in the context in which the contagion rate varies in these municipalities between 6 and 10 per thousand inhabitants, writes news.ro. The measure will apply from Tuesday, November 17 at 00:00.

In Alba-Iulia the infection rate is 10.12 per thousand inhabitants, in Blaj – 10.68 infection per thousand inhabitants, in Sebeş – 8.50 per thousand inhabitants, Cugir – 8.62 per thousand inhabitants, Abrud – 6 , 03 per thousand inhabitants, and in the commune of Ciugud the contagion rate is 7.03 per thousand inhabitants. The measures in the decisions proposed by the County Committee for Emergency Situations are the same for all cities where quarantine is proposed.

The measures proposed during the quarantine period are:

„- It is strictly forbidden to enter and leave the quarantine area through other areas and access roads that are not open to public traffic on national, county, communal and forest roads.
– The movement and parking of people in public spaces is prohibited, except for well-justified reasons, based on the Declaration of responsibility, service card or certificate issued by the employer.

– In the perimeters covered by the decision, it is proposed to establish the following mandatory measures for all persons who are permanently in or transit through the area:

1. identification of the persons with domicile, residence or declared address in the area mentioned in art. 1 par. (2) and its entry in dedicated databases;

2. Limit the movement of people as much as possible and the permanent control of compliance with this measure. The departure of persons from the dwelling is allowed only on the basis of a Declaration of their own responsibility (Annex), service card or certificate issued by the employer, as the case may be.

3. In the time interval 06.00-22.00, within the area mentioned in art. 1 par. (2), the movement of all persons outside the dwelling / home is prohibited, with the following exceptions:

a) travel for professional interest, including between home / home and place / places of professional activity and vice versa;

b) trips for the provision of goods that cover the basic needs of people and pets / domestic animals, as well as goods necessary for the development of professional activity, for people over 65 between 10:00 – 13:00 and for people under 65 years of age in the time intervals from 06:00 to 10:00, respectively 13: 00-20: 00;

c) travel for medical assistance that cannot be postponed or carried out remotely;

d) short trips, close to home / home, related to people’s individual physical activity (excluding any team sports activities), as well as for the needs of pets / domestic animals;

e) trips for blood donation to blood transfusion centers;

f) travel for humanitarian or voluntary purposes;

g) travel for agricultural activities;

h) the movement of agricultural producers for the sale of agri-food products;

i) the care or administration of property in another locality;

j) issue the necessary documents to obtain certain rights;

k) participation in programs or procedures in treatment centers;

l) for the acquisition, service, execution of ITP or other vehicle maintenance operations, activities that cannot be carried out in the place of residence;

m) other justifying reasons such as: care / accompaniment of children / relatives; the care of a relative / relative or dependent person, the assistance of the elderly, sick or disabled or the death of a relative, conjugal acts; ”, Shows the decision of the CJSU.

It is allowed to officiate funeral services, with the participation of a maximum of 8 people inside and outside with the participation of a maximum of 20 people;

It is allowed to officiate the acts of civil status with the presence of a maximum of 10 people inside the building, and outside with the participation of a maximum of 20 people, in compliance with the health protection regulations, established by the joint Order of the Minister of Health and the Minister of the Interior.

„„ Control of the measures relating to the limitation of the movement of people in / from the territorial administrative unit mentioned in art. 1 par. (2) and the public order measures will be organized and coordinated by the Alba County Gendarme Inspection with the support of the Alba County Police Inspection, the local Police, effective within DSP, DSVSA, ITM, Protection of the Consumer, ISCTR or other designated officials. by order of the mayor of the territorial administrative unit ”, the document also shows.
