That’s the stupid tax

Romania could reach 916 kilometers of roads by the end of the year. However, it will remain second to last in the European Union in terms of road network. Only the Bulgarians are behind us.

Transport Minister Lucian Bode also realized what Romanian drivers and NGOs looking to develop infrastructure in Romania already know. Bad project management costs us. It doesn’t just cost us time and money. More than 2,200 million euros went into the pockets of the builders who speculated with knee-deep documentation, bureaucracy and the limited participation of officials in carrying out the work.

The transport chief says it is a tax on the stupidity of the Romanian authorities.

Lucian Bode, Minister of Transport: “By the end of the year, we intend to receive another 43 kilometers of highway: Sebeș-Turda, lot 1, VO Bacău, the 17 kilometers of highway in the Bacău belt, Râșnov-Cristian.”

Future openings, however, depend on the weather. In order for us to find a network of 916 kilometers of road at the end of December, we need favorable weather conditions, says the head of Transport, that is, 20-25 days without rain.

Also at the end of the year, work would begin on another 45 kilometers of highway, expressways and detours.

The Turks of Alsim Alarko could receive this month the go-ahead for the opening of the work on the lot between Glina and Vidra on the South Beltway of the Capital, with a length of 17 kilometers. The Turkish builder has been working on the next lot since the summer, the one between Vidra and Bragadiru.

Lucian Bode, Minister of Transport: So, this year we will work on the Capital bypass, the southern zone, in lots 1 and 2, that is, for 33 kilometers. I would like the businessman of lot 3 to wake up and speed up the procedures for approval of the documentation, of the technical project, to issue the authorization and exit order and for lot 3 as soon as possible ”.

Because of the slow speed with which the roads are being built in Romania, the head of Transport points out not only the frivolous road workers, but also the Romanian official, who is in no rush to do his job.

According to Lucian Bode, the works on lot 1 of the Sebeș-Turda highway have been delayed, because more than a month after the budget rectification after which the Italians from Pizzarotti had received the required money, the official who was supposed to give his opinion was not to be found.

The mismanagement of infrastructure projects has cost us not only time but also money. More than 2,200 million euros in the last 13 years.

Lucian Bode, Minister of Transport: “So far I have paid 2,200 million euros, I have called those claims and I call them the stupid tax of the Romanian state authorities”

Crashes occur from the moment you have a poor feasibility study done. When it is not assigned as it is assigned in Europe 5-6% of the project value for feasibility studies and geo.

The Chief of Transportation blames first the documentation drawn up on his knees, then the bureaucracy and the weak involvement of officials in monitoring the projects and unblocking the works.

Lucian Bode, Minister of Transport: “It is not possible to stay in Sebeș-Turda for 4 years to be able to relocate 3 or 4 poles of a 110 kilovolt power line.”

Failure to carry out expropriations on time is another reason that builders can waste time and demand extra money.
