The case of the Suceava criminal group that sold driving licenses for thousands of euros looks like the script of a movie about gangsters.
Sources among the investigators claim that the head of the network was Radu Obreja, who headed Suceava’s Car Registration and Permitting Service during 2017-2019.
At his home, law enforcement officers allegedly found, after some searches, 60,000 lei and another 50,000 euros in the trunk of the car. Obreja allegedly told investigators that he had received 50,000 euros from a friend to make a transaction for him.
At the home of another defendant in the case, Radu Popovici, a driving instructor, the police found 500,000 euros! According to monitorulsv.ro, the researchers claim that the fabulous amount also belongs to Radu Obreja.
Then, at the home of the defendant Gheorghe Ionel Perijoc, an employee of the Registry and Permits Service, the investigators allegedly found 240,000 euros.
The “poorest” seems to be the defendant Cristian Blîndu, a car examiner. At his home, law enforcement officers allegedly found 20,000 euros, and at his mother’s home another 80,000 euros.
Going back to Radu Obreja, a press release sent by DNA shows that he could collect 20,000 euros in bribes in one day. The cashier did not keep the money. Radu Obreja gave it to a trusted person to whitewash.
We remind you that on Thursday, November 26, DNA conducted more than 60 searches in Suceava, Bacău, Botoşani and Bistriţa – Năsăud, in three files that are interconnected.
In all three cases, employees of the Suceava Permits Service, employees of the Romanian Automobile Registry Suceava, as well as driving instructors or administrators of driving schools are investigated. A DGA officer is also under investigation.
According to investigators, a real test fraud ring existed in Suceava to obtain driver’s licenses in exchange for huge sums of money. The driving license costs between 300 and 6,000 euros. Later, those who wanted to “jump the line” in RAR to register their cars also paid 1,000 euros in bribes.
The network would have benefited from the protection of DGA officer Mihail Martin. According to DNA prosecutors, he provided secret information to members of the network to help them escape his investigations.
For his loyalty, Martín allegedly received an SUV from Obreja, which he himself had requested through intermediaries.
The Suceava magistrates issued orders of preventive detention for 30 days on Friday, November 27, on behalf of 14 people who were part of the network.
So, they will make Christmas behind bars:

Mihail Martin, judicial police officer of the General Anticorruption Directorate – Suceava County Anticorruption Service, for committing the crimes of:
– the use, in any way, direct or indirect, of information that is not intended for publicity or that allows unauthorized persons to access said information, in order to obtain for themselves or for another money, goods or other undue benefits , continuously,
– favor the perpetrator,
– bribery,
– illegal access to a computer system.
