The Interior Minister, Marcel Vela, declared on Thursday night, after the National Committee for Emergency Situations (CNSU) met, for the first time, under the leadership of Prime Minister Ludovic Orban, that, from 15 May, a state of alert in Romania, for 30 days. In the Decision issued by CNSU, the authorities mention that Romanians who come from abroad do not need a medical certificate attesting that they do not have COVID-19, issued from the country where they come from. The measure would have been included in the law that approved the final vote in Parliament on Wednesday, instead, all those who return to Romania are forced to quarantine / isolate their homes.
All people who come to Romania from abroad will be forced to isolate themselves in their homes with their families. If those who do not have this possibility, or request it so as not to expose their family, they can opt for the institutionalized quarantine measure, in specially designed spaces provided by the authorities.
„As of 15.05.2020, for all people who come to Romania from abroad, the quarantine / isolation measure is established in the home with the family / relatives with whom they live, and for those who do not have the possibility to comply with the conditions for the measure mentioned above or requesting this so as not to expose your family, it is possible to opt for the institutionalized quarantine measure, in specially designated spaces provided by the authorities, “the Decision shows.
Individuals who do not comply with home quarantine / isolation measures will be placed in institutionalized quarantine for a period of 14 days and forced to assume the value of room and board during institutionalized quarantine.
People in institutionalized quarantine on 05/15/2020, remain in quarantine in the respective spaces until the end of the 14-day period.
Article 14 of the Decision:
14. (1) The quarantine / isolation measure at home together with the family / relatives with whom they live together, and for those who come to Romania from 15.05.2020, is established for all those who come to Romania from abroad. who do not have the possibility to fulfill conditions for the aforementioned measure or not to expose their family, the institutionalized quarantine measure can be chosen in specially designated spaces provided by the authorities.
(2) They are exempt from the provisions of par. (1) the following categories of people:
a) freight vehicle drivers with a maximum authorized capacity of more than 2.4 tons;
b) members of the European Parliament, parliamentarians and staff of the national system of defense of public order and national security;
c) aircraft pilots and flight crews;
d) locomotive drivers and railway personnel;
e) Seafarers disembarking from inland waterways vessels flying the Romanian flag in a Romanian port and showing no symptoms associated with COVID-19, provided that the employer provides the certificate for international transport workers and equipment personal protection against COVID-19, when traveling from the ship to the place where you can contact between trips;
f) cross-border workers who, upon entering Romania from Hungary, Bulgaria, Serbia, Ukraine and Moldova, show no symptoms associated with COVID-19;
g) employees of Romanian economic operators who perform work, in accordance with contracts concluded, outside Romanian territory, upon their return to the country if they do not show symptoms associated with COVID-19 and prove contractual relationships with the beneficiary outside the national territory ;
h) the representatives of the foreign companies that have subsidiaries / branches / representations in the national territory, if upon entering the Romanian territory they do not present associated symptoms COVID-19 and prove the contractual relations with the economic entities in the national territory;
i) people entering Romania to carry out activities of use, installation, commissioning, maintenance, service of equipment and medical technology, as well as equipment in the fields of science, economy, defense, public order and security national, if there are no symptoms associated with COVID
19 and demonstrate contractual relationships with the beneficiary / beneficiaries of the Romanian territory;
j) members of diplomatic missions, consular offices and other diplomatic missions accredited to Bucharest, holders of diplomatic passports, personnel assimilated to diplomatic personnel, as well as members of the Romanian Diplomatic and Consular Corps and holders of diplomatic and service passports, if upon entering Romania without symptoms associated with SARS-CoV-2;
k) employees of the national system of defense of public order and national security who return to Romania from missions carried out abroad, if at the entrance to Romania they do not present symptoms associated with SARS-CoV-2.
(3) Individuals who do not comply with home quarantine / isolation measures will be placed in institutionalized quarantine for a period of 14 days and forced to bear the value of room and board during institutionalized quarantine.
(4) Persons in institutionalized quarantine on 05/15/2020, remain in quarantine in the respective spaces until the end of the 14-day period.
