The Florin Cîțu Government approved, at the meeting on Monday, the Emergency Ordinance on the establishment of measures at the level of the central public administration, a normative act that regulates the new structure of the Government and the ministries.

The powers of the Deputy Prime Ministers will be established by decision of the Prime Minister and the expenses necessary for the development of the activity are ensured from the State budget through the budget of the General Secretariat of Government.
The following ministries are established:
- Ministry of Economy, Entrepreneurship and Tourism: reorganizing the Ministry of Economy, Energy and Business Environment;
- Ministry of Energy – assuming the activities and specialized structures in the field of energy of the Ministry of Economy, Energy and Business Environment;
- Ministry of Transport and Infrastructure: reorganizing the Ministry of Transport, Infrastructure and Communications;
- Ministry of Investments and European Projects: reorganizing the Ministry of European Funds;
- Ministry of Education: reorganizing the Ministry of Education and Research;
- Ministry of Research, Innovation and Digitization – assuming the activity and specialized structures in the field of research and innovation of the Ministry of Education and Research, respectively in the field of communications of the Ministry of Transport, Infrastructure and Communications.
- The Ministry of Public Works, Development and Administration changes its name to the Ministry of Development and Administration of Public Works
- The Ministry of Public Finance changes its name to the Ministry of Finance.
At the same time, the Euro-Atlantic Resilience Center was created, a specialized body of the central public administration, with legal personality, subordinate to the Ministry of Foreign Affairs. The organization and operation of the Euro-Atlantic Resilience Center will be established by decision of the Government.
The Romanian Digitization Authority will be subordinate to the Ministry of Research, Innovation and Digitization.
Within 30 days following the effective date of this emergency ordinance, the ministers will propose to the Government measures to reorganize the public powers and institutions subordinate to the Government or ministries, as appropriate, including the corresponding draft normative acts. .
In accordance with the same regulatory act, the Ministry of Finance is empowered to introduce changes in the structure of the State budget for 2020, corresponding to the provisions of this emergency ordinance, at the proposal of the main computers, based on transfer protocols , protocols to be concluded within 30 business days from the effective date of this emergency ordinance.
Until the introduction of the modifications provided for in para. (1) In the State budget and in the budget of the main authorizing officers, their financing shall be ensured with the budgets of the main authorizing officers existing before the modification of the structure and composition of the Government.
