The interim president of the Senate, Robert Cazanciuc, read, in plenary session, the note of tacit adoption of this normative act, for which the period for debate and voting in the first notified Chamber was met on April 29.

On April 28, the Senate rejected, as the first Chamber notified, the admission report with the amendments proposed to plenary by the Legal Commission on GEO 34/2020 that increases the fines for non-compliance with emergency measures, but the regulatory act The government did not receive a final vote. As it was not granted until April 29, the date on which the regulatory act was to be finalized in the Senate, the emergency ordinance is sent to the Chamber of Deputies in the form of a Government.

On May 6, the RCC decided that GEO 34/2020 for the amendment and finalization of GEO 1/1999 on the state of siege and the state of emergency is unconstitutional as a whole.

Also Tuesday, the Senate tacitly adopted GEO 31/2020 to complete GEO 77/2011 on establishing contributions to finance health expenses. The ordinance aims to limit the value of the point related to the quarterly recovery contribution for the first quarter of 2020 to the value of the fourth quarter of 2019 of 27.65%.

Another legislative proposal, tacitly adopted on Tuesday and initiated by a group of MPs from PSD, UDMR, PMP and national minorities, provides for exemption from refunds of the amounts representing state premiums and accessories to customers of savings banks in the field of housing. .

The legislative proposal for the opening by the Romanian Government of diplomatic negotiations to conclude an agreement with Hungary on the opening of the international border crossing of Beba Veche (Romania) – Kubekhaza (Hungary) was also tacitly adopted by the Senate on Tuesday.

The four regulatory acts tacitly adopted, because the deadline for debate and voting in the Senate expired on April 25, April 29 and May 7, 2020, respectively, will be debated by the Chamber of Deputies, the decision-making body in this case.
