Travel ban between 05-23 except trips to work and for medical assistance, ban on holding meetings on the occasion of holidays, anniversaries, parties, suspension of closed markets, online education, these are some of the measures taken this morning at the end of the meeting of the National Committee for Emergency Situations, broadcast at 02 am
The main decisions made:
- From the date of this decision in Romania, it is proposed to establish the obligation to wear a protective mask, to cover the nose and mouth, at the national level, for all people who have reached the age of 5, in all public spaces open and closed, regardless of the value of the cumulative incidence rate of cases in the last 14 days.
- All public institutions, as well as all public or private economic operators have the obligation to organize the activity and carry out the work program in teleworking or home work, and when the specificity of the activity does not allow it, organize the program of I work in such a way that the staff Be divided into at least two groups to start and finish the activity with a difference of at least 2 hours.
- teaching activities that require the physical presence of preschoolers, preschoolers and students in schools to be conducted online.
In all locations in Romania, it is proposed prohibition of the movement of people outside the home / home in the time interval from 23.00 to 05.00. Except for the provisions of par. (1), the movement of people outside the dwelling / home is allowed between 23:00 and 05:00 for the following reasons:
- A movement in the professional interest, even between the home / home and the place / places where the professional activity takes place and vice versa;
- b) movement for medical care that it cannot be postponed or carried out remotely, as well as for the purchase of medicines;
- C) travel outside the locations of people in transit or make trips whose time interval overlaps with the period of prohibition, such as those carried out by plane, train, coach or other means of passenger transport and that can be credited by ticket or any other means of payment for the trip;
- d) traveling for justified reasons, such as the care / accompaniment of the child, assistance to the elderly, sick or disabled or the death of a family member.
In order to verify the reason for the move in professional interest, individuals are obliged to present, at the request of the personnel of the competent authorities, the service card, the certificate issued by the employer or a statement under their own responsibility. To verify the reason for the trip in personal interest, people are obliged to submit, at the request of the personnel of the competent authorities, a declaration under their own responsibility, previously completed;
The declaration under your own responsibility must include the name and surname, date of birth, address of residence / home / place of professional activity, reason for the trip, date of completion and signature.
- Is being suggested prohibition of holding meetings on the occasion of holidays, anniversaries, parties in closed and / or open, public and / or private spaces.
- Is being suggested suspension of the activity of domestic agri-food markets, fairs, fairs, mixed and flying markets and flea markets, defined according to art. 7 par. (1) of Government Decision no. 348/2004 on the exercise of the trade of market products and services in some public areas, with subsequent modifications and completions. It allows the activity of agri-food markets that can be organized in open public spaces, in accordance with the health protection regulations.
- It is proposed that, for outdoor spaces where the preparation, service and consumption of food, alcoholic and non-alcoholic beverages are carried out, which have been conditioned and can be assimilated to closed public spaces, as defined in the Law of prevention and control of the effects of the consumption of tobacco products no. 349/2009, with subsequent modifications and completions, the standards and sanitary protection measures, provided for in annex no. 3, art. 6 points 1 and 2 of Government Decision no. 856/2020 on the extension of the state of alert in the Romanian territory as of October 15, 2020, as well as the establishment of the measures that are applied during it to prevent and combat the effects of the COVID-19 pandemic.
- It is proposed to establish the obligation for economic operators that carry out commercial activities / services in closed and / or open, public and / or private spaces to organize and carry out their activity between 05:00 and 21:00. Exceptionally, in the time interval from 21.00 to 05.00, economic operators can only activate in relation to economic operators with home delivery activity. Pharmaceutical units, gas stations and economic operators with home delivery activity can carry out their activity under a normal work regime, complying with the health protection regulations.
The implementation of the measures provided for in this decision to be carried out for a period of 30 days, then, at the end of it, depending on the evolution of the epidemiological situation, it will be decided, where appropriate, to keep them, eliminate them or modify them.
The decision was made ”taking into account the epidemiological evolution in the Romanian territory until 05.11.2020, taking into account the increase in the number of infected people nationwide, as well as the daily increase in the number of new confirmed cases, bad implementation of prevention, organization of private events, intense interaction and mobility of people, aspects that generate constant pressure on the management capacity of the administrative-territorial units and the health system ”.
