The Orban government will discuss, at Friday’s meeting, an Emergency Ordinance on the establishment of the National Cyber Security Directorate, an institution that will guarantee the security of the national civil cyberspace. The institution may have 1,250 employees, the director will be appointed by the prime minister and will be responsible to the CSAT.

„The National Cybersecurity Directorate, hereinafter DNSC, a public institution, with legal personality, is created under the coordination of the Prime Minister, which is financed with its own income and subsidies granted from the state budget. The National Center for Response to Cyber Security Incidents – CERT-RO is abolished with the entry into force of this emergency ordinance. DNSC is in charge of the activities, attributions and personnel of the National Center for Cyber Security Incident Response – CERT-RO, maintaining the salary rights it had on the acquisition date. DNSC has responsibilities with respect to the cybersecurity of the national civil cyberspace ”, provides the GEO.
DNSC activity will be analyzed by CSAT based on the annual report. The list of positions, the organizational structure and the regulations for the organization and operation of DNSC as well as any modification thereof are approved by the CSAT. The maximum number of positions is 1250.
DNSC is managed by a director and two deputies, who have the rank of state secretaries, respectively undersecretaries of state. The director and the two deputy directors are appointed and removed by decision of the Prime Minister of Romania, with the approval of the CSAT.
The mandate of the director of the DNSC is 5 years, with the possibility of a one-time extension, not more than 5 years.
